Assistant Director, Training and Operations Risk

The mission of the Singapore Food Agency (SFA) is to ensure and secure a supply of safe food for Singapore. As part of SFA's efforts to enhance food security and resilience, the Training and Operations Risk Department plays a critical role in ensuring staff’s readiness to meet SFA’s current and future capability needs, and to enhance Governance, Risk Management, and Compliance within SFA.
Duties
Audits and Inspections
Plan and conduct operational audits on SFA departments and satellite sites, including leading the pre-audit brief and audit closing meeting with auditee units. Plan and conduct scheduled and ad-hoc inspections on SFA units and satellite sites and recommend remedial actions for non-compliances. Plan and conduct ground observations. Put up reports after every audit, inspection, and ground observation, with root cause analysis and recommendation for improvements. Track, monitor and ensure timely follow-ups of all recommendations by the respective divisions.
Risk Management
Work with SFA departments on identification of operational risks as well as the related controls. Monitor the risk registers to identify emerging risks and identify areas for process and system reviews. Review operational SOPs to identify and mitigate inherent risks. Compile, analyse and prepare the key reports (e.g., tracking of KRIs, Risk Event Reporting reports). Part of SFA’s Workplace Safety and Health (WSH) Secretariat team to plan, implement and monitor WSH programmes, including statistics collation, analysis and compliance monitoring.
Data Analytics and Process Automation
Maintain and develop training and ops risk dashboards for TORD to drive data-driven decision-making using Power BI. Identify and test new digital technologies to improve operational productivity and enable better decision-making (e.g., RPA, Power BI).
Requirements
- Analytical, meticulous (eye for details), result-oriented and dynamic. Able to thrive under pressure and work as a team.
- Preferably with an Operations experience or background.
- Knowledge of Power BI dashboards and RPA platforms including UiPath or Power Automate (preferred).
- Self-motivated, and possess strong writing, and communication skills.
- Strong relationship-building and stakeholder management abilities.
- Able to work outside normal office hours on occasions.
