Overall Job Responsibility
- Support Deputy Director, Finance to execute the overarching strategy for Finance Department.
- Support Deputy Director to build the capabilities and capacities of the Finance Department.
- Lead the Finance team to execute all operations relating to:
- Payment, receipts, accounting, reporting, budgeting, control compliance and cost controls.
- Driving process improvement for efficiency and productivity of the team
- Ensuring proper system of internal controls to safeguard SG Enable’s assets and funds.
Duties and Responsibilities
Compliance and Governance
- Implementation of processes and proper reporting standards to ensure that SG Enable meets all relevant compliance and governance requirements and this shall include Singapore Financial Reporting Standards or Guidelines, Companies Act, Charity Council’s Code of Governance, SG Enable’s financial directives and any other regulatory requirements.
- Promote compliance and governance requirements internally and ensure that all Heads of Divisions are provided with the necessary insights and process requirements.
- Support audit and compliance projects arising from requirements from the Ministry, Charity Council, statutory bodies or Audit Committee.
- Support the secretariat role for the Audit Committee meetings.
Financial Accounting Role
- Ensure proper implementation of financial processes, guidelines, controls and reporting.
- Ensure that the accounts are prepared in accordance to the Financial Reporting Standards of Singapore and/or SG Enable’s Financial Directives.
- Verify and approve expense disbursements, fund disbursements, and any other payments taking into account of authorisation limits, signatory and funding requirements.
- Work closely with the Internal and External Auditors on accounting reporting requirements, submission and other regulatory and compliance matters.
Annual Budgeting
- Support Deputy Director in driving the Annual Budget and Forecast Exercise.
- Provide HODs with current year-to-date budget and actual expenses with associated guidance to facilitate budget/forecast planning.
- Provide support on budgeting for schemes/programmes/grants or new initiatives for funders’ approval.
Procurement and Agreements Review
- Advise end users on procurement policies and procedures to ensure compliance.
- Provide advisory on financial related clauses for funding agreements and contracts, where necessary.
Asset Management
- Ensure all fixed assets are accounted and institute strong controls in the management of assets with established asset tagging procedures and accounting, depreciation schedules, disposal procedures etc.
- Perform periodic verification of assets recorded in the books vs the physical presence and condition.
- Recommend any asset write-offs and ensure that all disposals are authorized, executed and accounted.
Internal Duties
- Lead the Finance Team to execute all responsibilities listed above.
- Steward the annual budget allocated to the Department.
Qualifications, Knowledge and Experience
- Bachelor’s Degree in Accountancy with minimum 10 years of relevant experience
- CPA, CFA or other relevant professional certifications, preferred
- Experience in financial accounting, risk management and compliance
- Experience in driving process improvements
- Experience in drafting, reviewing, and implementing financial policies and procedures
- Strong leadership skills with the ability to manage and develop a team
- Excellent communication and interpersonal skills, with the ability to build and maintain relationships with senior leadership and external stakeholders
- Able to work under pressure and adapt to changes within a fast-paced environment
- A self-driven and meticulous individual who has the strong ability to multi-task
