The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board had been consolidated under CDA.
You will be working in a fast-paced and highly volatile environment that will require you to manage multiple stakeholders and priorities concurrently.
What you will be working on
You will play a key role in the Finance team of the CDA. Your key responsibilities include, but not limited to the following:
Prepare / review monthly closing activities accurately and in a timely manner to facilitate the preparation of financial reports for internal and external stakeholders in compliance with Government Instruction Manuals and standard operating procedures.
Ensure that transactions are properly recorded to align with reporting needs, and are in accordance to Statutory Board Financial Reporting Standards
Review monthly schedules prepared after month end and year-end closing
Prepare management reports including income and expenditure statement and balance sheet, as well as performing variance analysis and data analytics
Prepare annual financial statements for external audit
Prepare any required returns to Department of Statistics or Accountant-General’s Department, and ensure that the submissions are accurate
Conduct analysis of financial performance, identify anomalies and potential risks, and provide recommendations for improvement.
Liaise with internal and external stakeholders on financial reporting and audit related matters
Be involved in the process of statutory and internal audits including follow-up on appropriate corrective and/or preventive actions
Perform the role of Finance Business Partner for CDA Divisions, acting as point of contact for their finance queries and needs on budget and finance processes, and review budget submissions.
Identify areas to leverage on technology and develop capabilities to improve work processes and insights for financial analysis.
What we are looking for
Job requirements
Tertiary qualification in Accountancy and/or is a Chartered Accountant/Certified Public Accountant
At least 2 years of experience in managing key finance functions and preparation of full set of accounts, including group accounts, of statutory boards or private sector companies as well as managing the external audit process is preferred.
Familiar with prevailing Statutory Board Financial Reporting Standards, Finance Government Instruction Manuals as well as best practices in financial governance and control
Strong analytical, critical thinking and problem-solving skills
Committed with good working attitude and resilience to produce the desired results
Effective stakeholder management, communication and interpersonal skills to co-create solutions
Good team player and meticulous with numbers
Independent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure and tight timelines
Prior experience in Workday will be an added advantage
Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 2-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
