You will report to the Team Lead and be part of a team that plans, manages and allocates WSG’s annual and multi-year budgets, and manpower establishment. You will evaluate budget requests submitted by WSG divisions and work with key stakeholders to ensure a robust system in managing WSG’s financial resources. Your responsibilities include:
Resource Planning & Management
- Implement and review WSG’s budget allocation framework and budget governance structure to support WSG business needs and priorities.
- Ensure alignment of resource planning with WSG’s strategic priorities and the Jobs and Skills strategies and desired outcomes.
- Drive WSG’s annual budget planning process, providing guidance and strategically evaluating budget requests from WSG divisions. This includes evaluating budget and spending effectiveness against corporate outcomes, as well as budget forecasting and sensitivity analysis of budget data.
- Implement and review the approach for manpower establishment planning and management, and ensure effective establishment management by critically evaluating requests for manpower establishment against alignment to overall organisational objectives.
- Negotiate with and secure support from central agencies on budgetary and establishment matters and undertake analysis of feedback and change requests to further refine budget, establishment and funding policies.
Budget Evaluation
- Provide objective evaluations of budget requests to ensure justified and prudent spending, for decision by key approving authorities such as the Budget and Resource Allocation Committee, as well as WSG Finance Committee and Board.
- Work with WSG divisions on their budget requests and handle budget-related queries.
- Review and enhance the budget evaluation framework for improvements in process, analysis and strategic alignment to WSG’s goals.
Requirements
- Preferably at least 3 years of public sector experience in relevant fields such as resource planning and management.
- Possess good communication, writing and presentation skills.
- Possess strong analytical, critical thinking and numerical skills.
- Organised, meticulous and detail-oriented.
- Able to work well with internal and external stakeholders.
