[What the role is]
You will be part of the newly created programme office to oversee and drive the implementation of the Enterprise Workforce Transformation Package (EWTP) to support enterprises in their workforce transformation (WT) and strengthen its nexus with enterprise transformation (ET).

[What you will be working on]

This includes:

a) Planning and implementation of key EWTP initiatives, including the:

  • SkillsFuture Workforce Development Grant (WDG)

  • Redesigned SkillsFuture Enterprise Credit (SFEC)

b) Coordinating the EWTP initiatives through workgroups involving other government agencies like Enterprise Singapore (ESG) and SkillsFuture Singapore (SSG) and establish monitoring mechanism to update at workgroup meetings ensuring product development are on track

c) Driving development and manage dependencies of the redesigned SFEC system as the business owner and working with internal (i.e WSG’s Digital Tech Division (DTD)) and external stakeholders (i.e SSG, ESG) on the system requirements to ensure key deliverables are met at the various stages

d) Develop and execute the product strategy and roadmap across related systems, in alignment with EWTP objectives

e) Conduct user research or feedback on user behaviour to gather customer insights on pain points and needs to define user personas and user journey maps

f) Oversee end-to-end product lifecycle management and system operations across all EWTP workstreams

Required Skills and Competencies:

  • Planning and Implementation : Plan, coordinate and develop the EWTP initiatives, and translate policy directives into grant management solutions

  • Stakeholder Collaboration : Work closely with internal stakeholders (e.g. WSG’s Digital Tech Division) and external stakeholders (SSG, ESG etc) to implement the various initiatives under EWTP.

  • Data Analysis and Interpretation : Break down complex issues, and draw meaningful insights from diverse data sources

  • Strong writing and communication skills : Drive and lead discussions with stakeholders, and able to translate technical concepts for non-technical audiences and vice versa

[What we are looking for]

Knowledge

  • Experience in product management or programme management

  • Proficiency with data analytic tools (i.e MS project, Power BI)

  • Behavioural Insights. Understanding design principles to nudge behaviour change to improve programme adoption

  • Design-Thinking. Applying the design thinking process to solve complex workforce problems and its application to the EWTP

  • Good understanding of Agile, Scrum and Lean methodologies

  • Knowledge of cloud computing, AI and cybersecurity (where applicable)

Abilities/Aptitudes :

  • Experience managing large-scale digital transformation initiatives

  • Experience in product development and go-to-market initiatives

  • Able to confidently manage complex projects and build effective partnerships with partners and stakeholders

  • Able to work well both independently and in teams

  • Strong problem-solving and analytical skills

  • Highly adaptable and receptive to ambiguity and changes
