Responsibilities & Duties:
- Handle full spectrum of HR and administrative functions for both local and foreign employees
- Manage Work Pass applications, renewals, cancellations, and related MOM submissions (e.g. WPOL, OFWAS,)
- Maintain and update employee records, personal files, HR databases, and Timesoft system
- Check and monitor workers’ daily attendance and update Timesoft system accordingly
- Manage leave, MC, and attendance records; ensure timely submission and proper documentation
- Process monthly payroll for site and office staff, including overtime and allowances
- Administer training enrolment, course coordination, and track training records
- Liaise with site supervisors and departments on manpower matters and HR documentation
- Coordinate foreign workers’ deployment, medical checkups, thumbprints, and dormitory arrangements
- Check invoices for utilities, telco, etc., obtain approval from HODs/PMs, and submit to Accounts for payment
- File and organize employee documents such as leave forms, MCs, and work pass copies
- Support MOM inspections, internal audits, and ensure compliance with company HR policies and statutory requirements
- Attend to walk-in guests, phone calls, and general HR/Admin enquiries
- Perform any other HR/Admin duties assigned by management
Job Requirements & Qualifications:
- Minimum GCE ‘O’ Level or relevant Diploma in Human Resource Management or Business Administration
- At least 2 years of relevant HR and administrative experience, preferably in the construction industry
- Familiar with MOM regulations and HR practices related to foreign workers
- Proficient in HR systems such as Timesoft, as well as Microsoft Office applications (Excel, Word, Outlook)
- Familiar with government and authority platforms, such as WPOL, OFWAS, and others
- Strong understanding of payroll, attendance, and leave management
- Good communication and interpersonal skills; able to liaise with workers, site staff, and government agencies
- Organized, detail-oriented, and able to handle multiple tasks independently
- Able to work in a fast-paced environment and adapt to changing site and manpower requirements
- Team player with a proactive attitude and strong sense of responsibility
