DESIGNATION : Programme Executive (Supervisor), Active Ageing Centres

RESPONSIBILITIES

The Programme Executive (Supervisor) of an Active Ageing Centre (AAC) is responsible for overseeing daily operations,ensuring compliance with service requirements, and leading programme planning, development and implementation of initiatives promoting active and healthy ageing. This role includes managing community outreach, volunteer engagement, and befriending initiatives while ensuring a safe and conducive environment for both staff and seniors.

Reporting to the Cluster Manager, the Programme Executive (Supervisor) also handles administrative functions, monitors key performance indicators (KPIs), and works closely with internal and external stakeholders to enhance community partnerships. Additionally, providing leadership and guidance to staff, ensuring effective service delivery and continuous improvement in AAC operations.

Key Responsibilities:

General Operations & Compliance

  • Oversee the daily operations of the AAC, ensuring compliance withoperational guidelines, safety protocols, and service requirements (ABC + 2S)
  • Ensure that the centre meets all operational standards, directives, KPIs, and MOH healthcare directives
  • Supervise and support team members in handling crises and reporting procedures effectively
  • Provide guidance on operational best practices and ensure adherence tocentre policies.

Programme Planning & Development

  • Lead the strategic planning and development of programmes aligned with the 5 domains of Active Ageing Programme (AAP): Physical, Cognitive, Social, Learning and Volunteerism.
  • Manage a minimum of 5 regular weekly programmes across the 5 AAP domains
  • Organize at least 1 community event per quarter.

Befriending & Buddying (B&B) Programme

  • Oversee the intake and referral process for seniors seeking B&B services
  • Ensure B&B seniors AAP participation KPIs are met
  • Train and guide staff on effective senior engagement approaches.

Outreach & Community Engagement

  • Assist Cluster Manager in developing and/or implementing strategies to recruit and engage the designated number of seniors (as stipulated in AAC service model requirements)
  • Lead outreach initiatives including organizing block parties/community outreach event
  • Support the team in identifying and linking seniors to appropriate servicesand programmes.

Supervisory Responsibilities

  • Lead and mentor a team of staff, ensuring they are well-supported in their roles, providing regular performance feedback and guidance and identify training and development opportunities for staff to enhance service delivery
  • Foster a collaborative team culture and ensure efficient workflow within the AAC
  • Represent the AAC in engagement with community partners, service group taskforce or in organisational projects as assigned.

Volunteer Management & Community Partnerships

  • Oversee volunteer role design, recruitment, training, deployment, engagement, and appreciation in alignment with the Organisation's Volunteer & Community Engagement (VCE) guidelines
  • Achieve annual GUI (Ground-up Initiative) KPI
  • Work with VCE team to ensure volunteers receive required training and are effectively deployed to support AAC services
  • Establish and maintain partnerships with community stakeholders
  • Represent the centre at community events and networking sessions.

Information & Referral Services

  • Supervise team members in attending to walk-in, phone, and text enquiries
  • Manage referrals and provide guidance on appropriate service linkages, ensuring the team is updated on existing social services, schemes, and grants to better support seniors and their caregivers.

Data Management & Administration

  • Monitor and track AAC KPIs, including programme participation and CST administration
  • Ensure proper documentation and confidentiality of client data in relevant management systems
  • Oversee financial claims, track programme expenses, and manage programme budget.

Centre Operations & Facilities Management

  • Ensure optimal functioning of the centre, including maintenance of assets, IT systems, and equipment
  • Oversee environmental sanitation compliance and Alert Alarm System (AAS) management where applicable
  • Supervise the procurement and replenishment of supplies to ensure smooth operations.


QUALIFICATIONS

Diploma or Degree in relevant disciplines such as Community Care, Social Services, Gerontology, or other related fields.

  • Minimum 3-5 years of experience in the seniors' sector, with at least 2 years in a supervisory role at an Active Ageing Centre or similar setting.
  • Prior volunteering or work experience with seniors in a community setting is a plus.

Requirements:

  • Strong leadership and supervisory skills with the ability to guide and develop a team
  • Excellent interpersonal and communication skills
  • Proficiency in Mandarin and/or dialects to effectively communicate with seniors
  • Strong organisational and problem-solving skills, with the ability to multitask in a fast-paced environment
  • Proficient in IT systems for data management and reporting
  • Resourceful, proactive, and client-centric in approach.
