About Us

The Children and Youth Group (CYG) in The Salvation Army Singapore serves hundreds of vulnerable children and youth yearly. In line with our vision to provide a continuum of care to uplift those in need, our services span from preventive services, foster care and residential services to reunification support services for vulnerable children returning to their natural families after being removed due to safety concerns. We believe that every child matters and children grow best in families. We also believe in the potential of every child and family to transform and thrive.


The Youth Development Centre (YDC) is one of CYG's services and aims to be a beacon of hope and transformation for youth navigating challenges that impact their well-being and growth. Driven by the unwavering belief in the potential of every youth, YDC strives to uplift vulnerable youth and empowering them to thrive. Currently runs a drop-in centre to provide young people in the community with a safe and conducive place to hang out, seek help when needed and provide youth mental health services and programmes in schools and other community settings. We reach out to youth in a variety of settings with a focus on those with past adverse childhood experiences such as abuse and neglect. Further, Youth Development Centre is also an incubator for new services. We are looking to expand our youth mental health services.

About the job

We are looking for a Centre Manager for YDC to join us! You should be a dynamic professional who likes to "make things happen", excited about being in a start-up environment and a great team manager who has the passion for youth mental health, with a family-centric lens. As there will be a focus on youth with a history of adverse childhood experiences and trauma, it would be preferable if you have experience working with youth and families with child protection issues.

MAIN DUTIES AND RESPONSIBILITIES:


1. Youth Mental Health Outreach and Support:

a. Assess the needs of the community for youth mental health with a focus on youth with a history of ACEs and trauma; lead and support your team to provide evidence-informed programmes and services.

b. Provide professional supervision in the development of preventive and remedial programmes and services to support mental health concerns among youths, families, and in the communities.

c. Front outreach to community partners and enable excellent reach of our programmes and services.

d. Lead the development and execution of programmes and provide support through case management and group work, for youths and their families with low and moderate mental health concerns.

e. Lead the development of parent support programmes for those with children who have mental health concerns.

f. Develop programmes in the digital and social media space.

g. Oversee and ensure proper operations and processes are in place for screening and referrals.

h. Oversee and conduct appropriate case management and clinical support for cases that require intervention, according to practice standards.

i. Provide program and case supervision to your team and facilitate professional development.

j. Work closely with our Centre of Psychological and Counselling Services to ensure programmes are evidence-informed and the services provided can meet the clinical needs.


2. Community work and outreach

a. Develop ways to ascertain the state of the community with respect to youth mental health and develop strategies to grow a community which can better support youth with mental health issues, including growing partnerships or mental health ambassador programmes.


3. Drop in Centre

a. Develop the drop-in centre into a strong asset for community youth mental health.

b. Oversee the development of and smooth running of a programme calendar.

4. Specialised Access Services

a. Oversee the provision of safe and conducive supervision services for Child Protection involved children who are having access/visits with their families.

b. Ensure and manage a good pool of locum case workers to take on cases referred to us.

c. Ensure that administration is properly done to enable proper accounting.

5. Management and other duties

a. Play an active role and be a great team asset as a leader in the Children and Youth Group.

b. Reporting to the Executive Director/Children and Youth Group, work closely with the management team to plan strategies for development of YDC, including community needs assessment, programme development and implementation, evaluations and funding approaches.

c. Develop and grow excellent partnerships and collaborations with key stakeholders.

d. Oversee a team of staff, grow capability and create a positive and conducive culture.

e. Source and manage funds to sustain YDC's work.

f. Ensure all funding requirements are met, and administration and case recordings are properly done.

g. Manage YDC's facilities, logistics, operations and finances.

h. Work closely with all internal partners to enable proper reporting and processes adhere to TSA's requirements.




QUALIFICATIONS

Job Requirements

  • A degree/post graduate degree in social work.

  • Experience in youth and family mental health work and/or child protection related work.

  • Record in effective outreach, program development, and case management for youth and families.

  • Good leadership and management skills, with a preference for those with experience in starting up or revamping services.

  • At least 7 years of work experience with 4 years of supervision. Those with less experience may be considered for an Asst Manager position.

  • Comfortable with hands-on environment, excellent collaborator and team player.



OTHER INFORMATION

DUTY HOURS

10.00am to 7pm Monday to Friday (inclusive 1 hour for lunch)

As this programme will involve community outreach and services, flexibility will be needed due to the exigencies of service.
