DESIGNATION : Human Resource and Protecting the Mission (PTM) Manager
RESPONSIBILITIES
- Human Resources
- Organization & Development
- Conduct research and compile resources on trends, creative partnerships, developmental models, and projects to enhance HR practices and standards in The Salvation Army.
- Develop plans to deploy the organization's workforce to maximize productivity in pursuit of the organization's vision, mission, strategy, and plans in consultation with stakeholders, including leadership and senior management.
- Collaborate with line managers to project future skills demand and supply.
- Support program administration across all HR functional areas.
- HRMS Design & Development
- Design end-to-end HRMS architecture aligned with business goals and HR strategy.
- Review HR processes, configuration, and deployment of HRMS platforms and modules.
- Collaborate with HR, IT, and business stakeholders to gather requirements and translate them into scalable technical solutions.
- Ensure data integrity, security, and compliance with relevant regulations (e.g, PDPA, EA).
- Integrate HRMS with other enterprise systems (e.g., payroll, ERP, time tracking).
- Develop and maintain architectural documentation, data models, and process flows.
- Provide technical management during system upgrades, migrations, and implementations.
- Support change management and user adoption initiatives.
- Team Leadership
- Adopt a systemic approach and role flexibility (Enabler, Monitor, Innovator, and Adaptor) to:
- Enable line managers/supervisors/administrators by providing information and services that facilitate their competency in people management.
- Implement HR activities fairly and consistently.
- Explore innovative approaches and provide solutions to HR problems and concerns.
- Facilitate organizational changes and adaptability by being sensitive to changes, attentive to market trends, and fostering a mindset of continuous learning.
- Engage the HR staff team by personal example, fostering cooperation and effective two-way communication among staff members, and committing to organizational core values.
- Encourage prudent stewardship of resources by adhering to budget allocations and being conscious of cost/energy-saving measures.
- Personnel Administration
- Ensure all personnel administrative documentation and fundamental work processes are followed, communicated, and enforced according to SOPs and HR policies.
- Compensation Management (Direct/Indirect)
- Research and review compensation and benefit strategies to support regions in attracting, motivating, and retaining efficient and effective workforce.
- Support the implementation of flexi-wage initiatives, ensuring The Salvation Army's pay policy is internally equitable, externally competitive, and considers performance and affordability.
- Provide consultation and assistance in benefit administration, including leaves, medical benefits, insurance, and claims for work-related injuries and disabilities.
- Collect regional compensation and benefit trends and propose appropriate improvements or corrective measures.
- Talent Management
- Review recruitment and selection services, including security screening.
- Develop and implement initiatives for employment policies covering manpower planning, hiring/firing practices, retirement, fair employment guidelines, career planning, succession planning, and assessment tools.
- Manage labor relations to achieve work harmony and organizational goals.
- Support employees in pre, actual, and post-retirement programs and processes, facilitating effective re-employment beyond retirement age where appropriate.
- Talent Development
- Plan and execute induction and internal training programs in consultation with internal center management.
- Collaborate with internal/external management, training partners, and government agencies to identify competency gaps and customize training programs.
- Performance Management
- Assist in planning staff appraisals, job evaluations, and development.
- Guide managers in understanding and using performance management policies, frameworks, and processes.
- Coach line managers to cascade key performance indicators and performance goals to employees.
- Facilitate talent review sessions with line managers to identify and manage high-performing individuals for critical roles within the organization.
- Maintain an administrative system to track individual employee performance for reward, remedial, and career advancement purposes.
- Protecting the Mission
- Management and Training
- Develop and maintain standards and procedures for the protection of children, elderly, and vulnerable/dependent persons.
- Coordinate physical and virtual training for all personnel with access to children, elderly, or other vulnerable/dependent persons.
- Develop and maintain job-specific curricula for personnel based on their level of access to children, elderly, and vulnerable/dependent persons.
- Provide in-person training for cadets, officers, and potential local PTM coordinators.
- Provide resources to regional and local PTM Coordinators and assist in developing program-specific PTM tools.
- Maintain and develop abuse prevention goals and initiatives, ensuring their full implementation.
- Act as the media spokesperson on PTM cases for TSA.
- Compliance and Governance
- Ensure compliance through in-person visits, monitoring, assessments, and correspondence.
- Review and track the assessment of local programs, manage the accreditation process, and work with regional and local leadership to correct deficiencies. Report any major gaps or deficiencies directly to THQ leadership.
- Develop new abuse prevention tools, statistical tracking reports, reporting and responding structures, standards, policies, and compliance tracking tools.
- Coordinate with regional HQ, Legal, Personnel & Human Resource departments, and relevant stakeholders, including local government agencies, to respond to and guide field representatives on risk management and incident reporting for allegations of abuse and sexual misconduct.
- Provide information to liability insurance carriers when necessary.
- Develop informational material for clients and program participants, aligning with national standards whenever available and possible.
- Collaborate with relevant centers serving children, elderly, or vulnerable/dependent persons to implement and maintain new vulnerable adult abuse prevention standards.
- Ensure confidentiality and protection of whistleblowers and stakeholders at all times.
- Reporting and Documentation
- Maintain proper records, consolidate reports, and compile statistical data.
- Manage the budget, ensure compliance with Salvation Army and external regulations, and develop internal controls.
- Implement reasonable and practicable measures relating to process and documentation of information and code of good governance.
- Projects and Other Duties
- Carry out any other duties assigned by the Leadership from time to time.
QUALIFICATIONS
- Degree in Human Resource Management, Organisational Psychology, Business Studies/ Administration/ Management or equivalent
- Candidate must possess at least 5 - 10 years of similar working experience in a mid to large-size organization
- Good writing and interpersonal skills, meticulous and resourceful
- Strong leadership and good negotiation skills
- Team player who has initiative, strong multi-tasking ability; flexibility and adaptability to a fast-paced and rapidly changing environment
- Capable in research & develop policies, standards & procedures
- Proficient in designing and delivering training materials and programmes
- Experienced in incident reporting and case management
