The Senior/Technical Planning Enineering will be responsible for carrying out the technical planning, programme, developing methodolgoies for technical submission for tenders. The role requires a deep understanding of construction methodologies, efficient planning, and the ability to coordinate across multiple disciplines to enhance tender proposals:


Duties and Responsibilities


1. Tender Document Review & Technical Analysis

  • Carry out detailed technical review of tender documents, including drawings, specifications, and contract conditions.
  • Identify technical risks, constructability challenges, and opportunities for optimization.
  • Identify and prepare the design feasibility and buildability scores, and evaluate various construction methodologies for each tendering project to find the best competitive and compliant methods.

2. Strong communication with internal and external parties

  • Work closely with Quantity Surveyors, consultants, and the design team to identify and mitigate risks, ensuring a coordinated approach in tender preparation.
  • Collaborate with inter-department to develop construction sequencing models and optimize site logistics.
  • Engage with subcontractors and suppliers to assess alternative construction methodologies and cost-saving opportunities for value engineering solutions.

3. Feasibility & Constructability Assessments

  • Develop and prepare technical feasibility studies to assess constructability, engineering practicality, and indentify site constraints.
  • Attend site showround, to evaluate site conditions and provide practical solutions for efficient site planning and logistics.

4. Risk Identification & Mitigation Planning

  • Identify and assess potential technical risks associated with the project scope.
  • Ensure that risks are clearly communicated to the tender team, allowing proactive planning and solutions.

5. Preparation of Method Statements & Quality Proposals

  • Develop comprehensive method statements detailing the proposed construction methodology and execution plan.
  • Prepare high-quality technical proposals that align with project requirements, ensuring compliance with industry requirements and practices, safety regulations, and client expectations.
  • Work with the BIM team to transform construction methodologies into visualized BIM models for better communication of construction concepts.

6. Tender Programming & Construction Planning

Develop detailed construction programs, including:

  • Critical activities affecting the programme planning.
  • Construction planning and coordination among different work disciplines.
  • Productivity-driven sequencing is used to enhance efficiency and identify the activities that could potentially cause project delays.
  • Resource planning to optimize workforce, materials, and equipment usage.
  • Ensure that all project constraints, site access limitations, and logistical challenges are incorporated into the construction program.

7. Tender Preparation and Presentation

  • Prepare internal tender briefings for new tenders to review the scope of work, challenges, risk factors, suitable construction sequences, and timeline.
  • Ensure that the tender team is fully aware of the technical approach, potential obstacles, and mitigation plans.
  • Develop and present site logistics plans and construction sequencing.
  • Indentifiy project challenges, risk mitigation plans, and construction techniques and methodologies


8. Site Planning & Construction Methodologies

  • Consider site constraints, material storage areas, access points, and traffic management plans to ensure efficient site planning.
  • Implement good industry practices and leverage past experience to optimize project execution and constructability.

9. Integration with BIM & Digital Technologies

  • Work closely with the BIM team to develop 3D and 4D visualizations showcasing construction methodology, sequencing, and planning.
  • Utilize digital construction tools to improve project execution strategies and enhance decision-making in tender submissions by integrating the use of technology



Required Qualifications:

  • Bachelor’s degree in Engineering, Construction Management, or a related field.
  • A minimum of 8 years of experience in project planning and management within the construction or engineering industry.
  • Proficiency in project management software (e.g., Primavera P6, MS Project, poweroint).
  • Strong understanding of engineering principles, construction methodologies, and project management best practices.
  • Excellent analytical, organizational, and problem-solving skills.
