About the job
Job Responsibilities:
- Leads and execute construction activities within Aster Capital Project Portfolio to achieve sustainable, top quartile (TQ) delivery in HSSE, quality, cost, and schedule.
- Collaborate with Project Management and Project Services Teams for planning and scheduling. Develop and sustain ways of working, including progress measurement, forecasting and control.
- Contributes to contractor partnership journey through regular and effective engagement with contractor partner management and working teams.
- Ensures all construction activities comply with regulatory and company HSSE standards and requirements.
- Demonstrate and role model positive Leadership attributes; personal integrity and authenticity, inspire & aspire, collaborative, commercial mindset and deliver extraordinary business outcomes.
- Contributes to Project development and execution through active participation in required studies (E.g., Risk identification and Management, HAZOP, 3D design reviews, Constructability studies, contracting strategy workshops) and providing construction input early in the project phases.
- Identifies and manages interfaces through regular engagement with stakeholders, including external non-Aster entities. (E.g., Government regulatory agencies). Manage differing priorities from them to deliver the best possible outcomes for the site.
- Jointly develop execution plans (including HSSE & quality) in partnership with internal Aster stakeholders (E.g., Project HSSE, Manufacturing Directorate). Identifies and manages risk from simultaneous operations or activities. Proposes practical alternatives to stakeholders for consideration. Implement mitigation plans.
- Contribute to business improvement through ideation, development, and implementation of improvement initiatives.
- Develop and deploy suitable digitalization tools to drive collaboration and better decision making. (E.g., through use of “live” data and analytics, digital construction checklist, Smart Torque system)
- Qualified Authorized Applicant (AA), Authorized Engineer (AE), Lifting Engineer, for works within Aster Permit to work system.
- Carry out any other related duties as required, including temporary assignments in other sections within the Projects department on site.
Job Challenges:
- Construction scope of mainly brownfield, revamp nature. Requires good understanding and appreciation of associated risks, constraints, and levers to drive and deliver the desired outcome.
- Multiple stakeholders to engage and manage, especially in an existing manufacturing plant environment with SIMOPS considerations. (E.g., Live plant, Turnaround environments)
- Opportunity to set up and lead multi-disciplinary teams consisting of members who do not report directly to the construction lead. Driving performance without direct influence would be a key skill.
- Ensuring all Project Construction Activities meets site HSSE, quality and schedule requirements. Decide stoppages/continuation of field work activities in consideration of HSSE, and Quality.
- Prioritize field execution sequence and resources when conflict arises. Manage available resources well, optimally and demonstrate a high level of resourcefulness.
- Evaluate work processes, anticipate potential problems, alter plans as needed to achieve effective implementation and drive results.
- Good techno-commercial understanding and market awareness to contribute towards crafting effective contracting strategies in a tight resource market
Job requirements:
- Min Degree in Engineering or demonstrated equivalent
- Minimum 8-10 years planning/construction experience in Oil & Gas, Petrochemical projects or major turnaround events at the Project/Construction engineer level.
- Multi-discipline construction experience will be a plus.
- Non-mechanical Discipline Engineers are welcomed.
- Technical Qualification:
- WSQ Supervise Workplace Safety and Health in Process Plant (AWSHPP)
- Qualified MOM lifting Supervisor
- Qualified MOM Work at Height Supervisor
- Qualified MOM Confined space safety assessor
- Those who has completed Construction Safety Course for Project Managers will be a plus.
