Through the Mission of educating young people on a value system based on the Scout Promise and Scout Law, Scouts help to build a better world where people are self-fulfilled as individuals and play a constructive role in society.


Roles and Responsibilities

Human Resource (HR)

1. Drive Recruitment & Talent Management

Lead recruitment strategies, assess staffing needs, and ensure effective onboarding, talent retention, and succession planning.


2. Develop and Oversee Staff Training Plans

Identify training needs, coordinate upskilling programmes, and monitor learning outcomes to support staff growth and compliance.


3. Manage HR Operations & Compliance

Ensure accurate HR records, policy implementation, and regulatory compliance across HR functions and practices.


4. Advise on HR Strategy & Policy Development

Support the development and review of HR policies, and provide strategic input on organisational structure, welfare, and performance management.


5. Lead Staff Engagement & Culture Building

Champion staff engagement initiatives, promote a positive work culture, and lead welfare programmes to enhance team morale and cohesion.


Programmes (Camping & Outdoor Adventure)

6. Lead Programme Planning & Development

Take the lead in conceptualising and refining outdoor and camp programmes to align with strategic learning outcomes and organisational goals.


7. Oversee Programme Execution & Team Operations

Supervise end-to-end implementation of outdoor programmes, ensuring smooth coordination across teams, vendors, and stakeholders.


8. Mentor & Manage Programme Teams

Provide guidance, mentorship, and direction to facilitators and junior staff, ensuring quality delivery and professional development.


9. Ensure Safety Standards & Risk Governance

Oversee safety protocols, risk assessments, and emergency planning, ensuring compliance with regulatory standards and internal policies.


10. Evaluate Programme Effectiveness

Analyse feedback and performance metrics to assess impact, generate reports, and propose improvements for future programming.


Desirable Attributes & Qualifications

1. Diploma or Degree in Human Resource, Business Administration or related field.

2. Excellent communication and interpersonal skills.

3. Ability to maintain confidentiality and handle sensitive information.

4. Passion for learning and staying updated with industry trends and developments.

5. 2 – 3 years’ experience in relevant fields an advantage.
