Role:

The Civil Works Manager is responsible for managing and deliver the civil infrastructure portion of the project from conception to completion.


Responsibilities:

  • Project Planning and Design :
  • Collaborate with QPs/Qualified Persons (QPs - Professional Engineers and Registered Architects) and designers to develop project plans, specifications, and detailed construction drawings.
  • Define project scope, goals, deliverables, and resource allocation, considering the unique challenges (e.g., limited space, existing infrastructure).
  • Develop comprehensive project schedules, work breakdown structures, and timelines.
  • Obtain necessary permits, licenses, and approvals from relevant authorities (BCA, URA, MOM, LTA and SCDF).
  • Budget and Cost Management :
  • Prepare detailed cost estimates, budgets, and financial forecasts for projects.
  • Monitor project expenses, control costs, and track budget variances.
  • Negotiate contracts with subcontractors, suppliers, and vendors to ensure cost?effectiveness.
  • Manage change orders and assess their impact on project scope, schedule, and budget.
  • Work closely with sales department.
  • Project Execution and Oversight :
  • Oversee daily operations at checkpoints, ensuring adherence to plans, specifications, and safety protocols.
  • Coordinate and manage project teams, including civil engineers, site supervisors, and other technical staff.
  • Supervise and direct subcontractors to ensure quality workmanship and timely completion of tasks.
  • Conduct regular site inspections and evaluations to monitor progress and identify potential issues.
  • Quality Control and Assurance :
  • Implement and enforce rigorous quality control measures throughout the project lifecycle.
  • Ensure that all materials, equipment, and construction techniques meet required standards and specifications.
  • Conduct regular audits and maintain documentation to prove compliance with quality assurance frameworks.
  • Risk Management :
  • Identify potential risks, hazards, and challenges associated with the project.
  • Submit Risk Assessment to respective team before commencing work.
  • Develop and implement mitigation strategies to minimize project risks (e.g., alternative suppliers, backup plans).
  • Ensure all necessary insurance and legal requirements are in place.
  • Health, Safety, and Environmental (HSE) Compliance :
  • Establish and enforce strict health, safety, and environmental protocols on job sites.
  • Ensure compliance with all MOM, BCA and SCDF safety regulations (e.g., OSHD).
  • Ensure proper use of Personal Protective Equipment (PPE) and provide regular safety training to all personnel.
  • Implement environmental protection measures in line with NEA guidelines and LTA's green initiatives, including noise control, waste management, and pollution prevention.
  • Respond to and investigate all incidents and near misses, submitting required reports to MOM and other relevant authorities.
  • Oversee traffic management plans to minimize disruption to operations.
  • Communication and Stakeholder Management :
  • Serve as the primary point of contact for Qualified Persons, government agencies (BCA, LTA, MOM, URA & SCDF) and subcontractors.
  • Provide regular and comprehensive progress reports, problems and solutions to managements.
  • Facilitate collaboration and ensure a harmonious working relationship among all project teams.
  • Effectively handle public feedback and complaints, ensuring minimal disruption.
  • Problem Solving and Adaptability :
  • Identify and resolve technical and logistical issues that arise during construction.
  • Address work delays, emergencies, and other project disruptions efficiently and effectively.
  • Adapt project plans and schedules as needed to respond to unforeseen circumstances.
  • Documentation and Project Closeout :
  • Maintain comprehensive project documentation, including daily reports, progress updates, safety records and as-built drawings.
  • Ensure all projects are completed according to specifications and that all necessary documentation is properly recorded and submitted for Certificate of Statutory Completion (CSC).
  • Manage project completion procedures, including final inspections and handover


Requirements:

  • Technical civil engineering knowledge.
  • Electrical engineering knowledge (preferred).
  • Project management experience preferably.
  • Familiar with BCA's CoreNet X platform for streamlined digital submissions.
  • Leadership skills - to ensure project are delivered on time, within budget and meet quality and safety standards.
  • Good communication skills - to coordinate with various stakeholders, and ensure compliance with all relevant regulations and specifications.
