Position Overview

Reporting to the Deputy CEO, the Senior Finance Manager (SFM) is the strategic finance lead for all Singapore projects and the architect of our future cross‑border finance platform. The SFM safeguards cash flow, guides project budgeting, and serves as the first‑line liaison with banks, investors, Enterprise SG, and other government‑grant bodies. They ensure full compliance with SFRS(I), IRAS GST, MAS AML, BCA retention‑money rules, and emerging sustainability‑reporting standards (ISSB/GRI, SGX Rule 711B).


As the firm pivots toward solar PV, battery storage, and regional M&E EPC contracts, the SFM will design the multi‑currency treasury, transfer‑pricing, and tax structures that enable fast overseas deployment and will lead all capital‑investment evaluations—building IRR/NPV models that drive board‑level decisions on new bids, joint ventures, and asset purchases.


Key Responsibilities

Strategic Finance Leadership

  • Craft the rolling five‑year corporate‑finance roadmap, aligning capital allocation with the renewables expansion plan.
  • Run scenario models on carbon pricing, labour quotas, and FX exposure to advise the C‑suite on go/no‑go decisions.


Cash‑Flow & Treasury Management

  • Own a 13‑week and 12‑month rolling cash‑flow model.
  • Structure SGD revolving credit lines, performance bonds, and green‑loan facilities.
  • Optimise surplus cash via MAS‑regulated money‑market funds, SORA‑linked deposits, MAS bills, and SGD T‑bills; report performance against SORA O/N and 3‑month benchmarks.


Capital Investment & Project Economics Analysis

  • Build discounted‑cash‑flow (DCF) models for every prospective project or capex, calculating unlevered/levered IRR, NPV, MIRR, payback period, and profitability index.
  • Conduct sensitivity, scenario, and Monte‑Carlo analyses on throughput, tariff, carbon price, commodity indices, and FX.
  • Benchmark project hurdle rates against WACC and sector comparables; prepare investment memoranda and board papers that translate financial metrics into clear recommendations.
  • Maintain a post‑investment review process that compares actual vs. modelled returns and feeds lessons learned into future bids.


Budgeting, Forecasting & Project Controls

  • Lead bottom‑up budget builds for every tender; integrate earned‑value analysis (EVA) and BIM‑linked cost codes for real‑time variance tracking.
  • Chair the monthly project‑controls review, issuing budget‑to‑go updates and early‑warning cost‑overrun alerts.


Accounting, Audit & Regulatory Compliance

  • Oversee the monthly close and statutory reporting under SFRS(I); file GST F5/F7, PIC/ETI grants, and withholding tax returns.
  • Liaise with external auditors to secure unqualified opinions; implement SOX style internal controls across AP, AR, payroll, fixed assets, and journal approvals.


Banking, Capital Markets & Grants

  • Prepare bank case models, covenant reporting, and IMs for project finance syndications, MAS registered green loans, and EDG/LEAD grants.
  • Maintain relationships with commercial banks, DFIs, and export credit agencies.


Bid & Tender Support

  • Partner with estimating/contracts teams to build fully costed tender models, risk adjust contingencies, and ensure auditable financial scoring.
  • Provide investment grade IRR/NPV outputs for tender evaluation panels.


Stakeholder & Sustainability Reporting

  • Drive ESG and climate disclosure metrics; integrate scope 1/-2 carbon data into finance dashboards.
  • Prepare annual sustainability reports that satisfy financiers and government stakeholders.


Risk Management & Controls

  • Maintain an enterprise risk register covering FX, commodity prices, liquidated damages, counterparty credit, and overseas tax.
  • Advise on hedging strategies and insurance programmes to protect free cash flow and bond covenants.


Corporate Structuring, Consolidation & Group Tax Planning

  • Entity Setup & Compliance (Tax Efficient): Structure new subsidiaries or SPVs via ACRA to maximise tax incentives (Pioneer Certificate, DEI, S13(8)).
  • Consolidated Accounting: Perform multi entity consolidation under SFRS(I)/IFRS 10, covering inter company eliminations, currency translation, and transfer pricing.
  • Implement a tax risk management framework and produce audit ready group financials and XBRL filings.


Qualifications & Experience

Education

Bachelor’s in Accountancy (minor in Finance) or Finance (minor in Accounting). CA (Singapore) or ACCA + SCTP preferred.

Experience

7+ years progressive finance experience in construction/infra; 3+ years in renewable‑energy or M&E EPC; proven track‑record building IRR/NPV models for > SGD 10 million capex decisions; hands‑on with Singapore public‑sector contracts (LTA, SP Group, PUB) and project‑finance loans.

Technical Skills

Advanced Excel (array formulas, VBA), Power BI/DAX; project systems such as Procore, SAP B1, Oracle Primavera; expert knowledge of SFRS(I), IFRS 15/16, GST, MAS AML; DCF & Scenario‑Modelling mastery including @RISK or Crystal Ball; working grasp of carbon‑accounting tools (GHG Protocol).

Soft Skills

Persuasive communicator with bankers and board; able to coach junior analysts on modelling discipline; high integrity and resilience in deadline‑driven environments.

Language

Fluent English; Mandarin or Bahasa Indonesia a plus for regional engagement.
