Summary:
Mission is to improve the empty flow efficiency of the CMA CGM fleets containers in ASIA and pilot Intermodal activity in whole APAC (Carrier Haulage). You must operate with the minimum container fleet required at minimum cost. As Head of the department, you will lead a team of 15-20 head counts within the Regional Office based in Singapore. Perfect intermediate between the HQ Logistics (in France) and the APAC agency network.
Main Responsibilities:
The scope of activity will include, but not limited to:
Equipment Management (Empty)
Ensure equipment availability at needed levels in depot and terminal by analyzing the equipment’s forecast to ensure 100% export requirement has been met.
Constant concern of optimization of the container fleet.
Manage local logistics costs Optimization / Imbalance optimization.
Forecasting of container supply and demand requirements within minimum cost to the Line.
Responsibility to reduce the empty idle time by throughout coordination with Agency Logistics and Ops departments / depot / terminal to keep standard inventory.
Monitor and propose for the vessel back loading including targeted idle, Projected volume and damaged units.
Equipment Evacuation planning as per HQ guidelines.
Regular Interaction with HQ / RO Operation / RO Cargo flow managers to maximize Empty load/discharge on each vessel.
Provides Weekly / monthly Equipment and Cost reports, data and key highlights to HQ & RO Manager.
Performance analyzes monthly / quarter wise and yearly for each agency.
Ensure proper logistics reporting and KPI's compliances from Local agency offices.
Set and implement strategic policy aims at maintaining and enhancing the performance in the whole equipment flow. Not only from the perspective in the logistics and Commercial benefit point of view.
Monitor the compliance of the required logistics procedures and system updating.
Provide recommendations to management for service enhancement by setting up evaluation parameters.
Establishes and monitors container equipment dwell-times to cover all stock status codes on-land.
To communicate within the region and make certain the regional requirements are in line with the company’s strategy.
Ensure to use all available system tools within CMA CGM Group
To formulate business requirements and enhance procedures/system features and co-ordinate within the region.
Equipment Management (Full)
Responsibility to reduce the idle Full time by throughout coordination with Agency Customer Service Teams.
Raise, prepare the details to allow HQ / RO Legal departments to activate negotiation with third parties (shippers / Consignees / Customs / Local Authorities)
Assist the local agency for any cargo disposal or evacuation back to POL or new POD.
OPEX Vision and Target
Minimize terminal and depot empty storage.
Minimize M&R cost with respect high CMA CGM standard.
Creates and develop cost saving initiatives and analyzes cost trends.
Monitor and report the Agility actions (Agility = Logistics Cost Saving).
Inland empty repositioning monitor, analyses and approval.
SIPA/Empty supply or evacuation approval for third party loading vessel & Inland Empty Trucking/Rail/Barge.
Spot Empty rate reduction from 3PF.
Reviewing all local expenditure related to Logistics costs and tariffs in order to bring about cost reduction.
Ensures that local agencies are properly and timely reporting the Logistics expenses under form 9 system.
Force on strategic projects on empty evacuation planning for cost saving and actions on repositioning or storage cost reduction.
Provide immediate problem solution for Agencies and HQ by identifying the solution with very cost-effective way.
Intermodal
Monitoring the performances weekly / monthly (Rail / Barge / Truck)
Implementation of the Inland Tariff Book for the Group Network (quotation of the inland portion Import or Export)
Promotion of the Intermodal Product to the Lines/Trades and overseas agencies.
Business development by pushing/opening new inland corridor thru local agencies (Rail / Barge / Truck)
Qualitative follow-up using indicators (transmission times, processing, transport, Revenue, mark-up etc.)
Transformation of intermodal tasks (documents and invoice reconciliation)
Minimum Requirements:
Minimum of 5 years of higher education in logistics and transport, Container shipping industry
Lead, manage and motivate a team
Have a sense of authority and responsibility
