[What the role is]

The Strategic Planning (SP) team is looking for a passionate officer to be part of a dynamic team to chart the way forward for the tourism sector. You will be part of a team that will identify opportunities, risks, and formulate mid- to long-term strategies to define the next phase of tourism growth as part of our Tourism 2040 (T2040) roadmap.

You will be an economic analyst working within STB SP team, with a focus on developing economic impact analysis, projection and forecasting models and scenario planning. These include for instance, modelling the impact of international developments to Singapore’s tourism sector, forecasting our near to long term tourism performance, as well as supporting projects (eg: Per Capita Expenditure of visitor (PCE) and Productivity) to analyse key trends, drivers and contributors.

SP also develops, reviews and tracks organisational performance to ensure alignment with STB's strategic outcomes and importantly, works with senior management to define STB's and the tourism industry’s aspirations and goals.

[What you will be working on]

1. Work with MTI and STB’s Analytics and Intelligence (A&I) team to analyse our past tourism performance and conduct both near term and long term projections of our tourism performance. Review and recommend planning assumptions to ensure the robustness of the projection methodology. Recommend assumptions and planning parameters for scenario planning to drive our Tourism Performance in the long term (including Tourism Receipts (TR) , International Visitor Arrivals (IVA) , Per Capita Expenditure (PCE) ).

2. Work with MTI and STB’s Analytics and Intelligence (A&I) to conduct economic impact analysis on specific policy changes (eg: US trade tariffs, introduction of Integrated Resorts 2.0, competition from key developments in the region), as well as to project impact to the tourism sector and the overall economy. The officer must be able to recommend the appropriate economic modelling/ frameworks, propose assumptions and review different methodologies.

3. Strengthen our analysis of drivers and contributors towards meeting our Tourism 2040 outcomes (TR, IVA and Productivity). This would include leading the analysis of Singapore’s competitiveness, analysing the relationship between PCE and Singapore’s exchange rate, deep diving into understanding our TR methodology and identifying any gaps and areas to strengthen and support the work of PCE or Productivity workgroups.

4. Work with STB’s line units to set targets for key tourism performance metrics with the view of meeting our Tourism 2040 ambitions and ensure that these targets ultimately ladder up to the overall targets for the tourism sector.

5. As part of the officer’s workplan, he/she will need to also work with relevant line units to set up the Management Dashboard, which is a tracking and monitoring framework to ensure that STB will be trending / on track to meet our T2040 targets. The target users of the Management Dashboard are members of STB Management and line units. The officer must also work with line units to incorporate relevant leading indicators into the framework to allow us to flag potential shortfall in our key indicators (eg TR, IVA, PCE) for the purpose of enabling agile shifts in tactical strategies across the year.

6. In addition, officer will be part of the team to manage the following key workplans:

  • Prepare quarterly updates on key performance indicators, industry outlook, etc to MTI.
  • Work with MTI to manage key reporting platforms and updates for MTI senior management, as well as discussions on STB’s KPIs and priorities.

7. Beyond the immediate horizon, the officer will also need to think longer term to identify trends, blind spots, competition/ threats and/or new opportunities, which could potentially impact the future of Singapore tourism. This will involve working on “Futures Planning”, a forward-looking research and analytic study yearly, around different themes (such as target segments or purpose of visit products) which will have the potential to significantly impact the outcomes of T2040.

[Key Relationships]

Within STB, you will be able to engage across all business teams and develop a keen understanding of the tourism landscape and its operating environment. You will also work closely with MTI and other government agencies, where you would be able to learn more about the work of other economic agencies and how their work is integrated to further Singapore's economic development.

[What we are looking for]

  • 2– 5 years of working experience in economic modelling, conducting impact analysis and data analytics.

  • Good analytical, verbal and written communication skills. Officer must be able to think strategically, be able to connect the dots and analyse data sets and function independently.
