The Senior Finance & Administrative Executive supports the Finance & Administrative Manager in carrying out day-to-day financial and administrative operations of Fencing Singapore (the “Association”). The role ensures accurate financial recording, timely transaction processing and smooth administrative support to the Association.


Job Description

1. Finance Operations & Accounting

  • Oversee day-to-day finance operations, including payment processing, staff claims, reimbursements, and cash advances.
  • Prepare and issue payment vouchers and invoices; ensure timely and accurate financial entries in the accounting system.
  • Monitor and follow up on incoming receivables and outgoing disbursements.
  • Ensure timely preparation of monthly closing reports, schedules, and supporting documentation.
  • Ensure compliance with financial regulations, grant requirements, and internal policies.
  • Assist in conducting periodic reviews of Finance SOPs to ensure relevance, compliance and process efficiency


2. Budgeting, Audit & Compliance

  • Assist in preparing annual budgeting and monthly budget tracking.
  • Assist in annual audits by preparing supporting schedules and relevant documentation.
  • Maintain proper records of all financial transactions and ensure compliance with audit requirements


3. Asset & Inventory Management

  • Maintain and update registers for capital and non-capital assets.
  • Conduct semi-annual stock takes of assets and consumables


4. Finance-Related HR Support

  • Handle finance-related HR matters, including salary payments and staff benefit disbursements.
  • Support HR audits and maintain confidentiality of staff-related financial data


5. Governance & Strategy

  • Support the management team in preparing financial updates for Board and subcommittee meetings.
  • Assist in grant applications, claims, and reporting to funding agencies and government bodies


6. Administrative Support

  • Manage general administrative functions, including facility rental, procurement, and office maintenance.
  • Oversee upkeep of office and storeroom spaces.
  • Provide administrative support for local international fencing competitions when required.
  • Liaise with affiliate clubs and schools on general administrative matters.
  • Perform any other duties as assigned by the management of Fencing Singapore.

Job Requirements & Qualifications

  • Degree in Business Administration, Accountancy, or other finance-related disciplines preferred.
  • Diploma holders with substantial relevant experience are also welcome to apply.
  • Minimum of 5 years’ relevant experience in accounting and administration, preferably within sports organisations, government agencies, or Institutions of a Public Character (IPCs)


Skills

  • Strong analytical and problem-solving skills, ability to work under pressure and manage multiple priorities in a fast-paced environment.
  • High level of computer literacy, particularly with MS Suite and accounting software.
  • Good communication skills, both written and verbal, with the ability to engage with various stakeholders
