[What you will be working on]
The IT Department is responsible for the project management, design, implementation and operational support of IT Applications in MAS. The teams manages and ensures the smooth operations and delivery of IT projects that serves the Financial Industry as well as MAS users.
You will be part of the Central Banking & Devt Platforms division, responsible for managing and supporting the monetary and security management systems in MAS. These responsibilities involve supporting the monetary management platform which facilitate the issuance of Singapore Government Securities.
As part of the team, you will:
Work closely with the user department and/or vendor to plan and devise the solution for enhancements to monetary management systems to meet business requirements, enhance system performance and comply with WOG/MAS IT security standards
Review and assess the technical design of the monetary management platform proposed by the vendor, and support the integration of the solution into the MAS environment and enterprise technology stack
Perform progressive manual review the source code delivered by the vendor and verify the implementation of the solution as per the approved design
Manage and prioritise the technical operations backlog to ensure timely product releases
Analyse and communicate engineering trade-offs and technical decisions to the team and stakeholders
Implement best practices for scability, supportability, ease of maintenance and system performance for the monetary management platform
Understand and support the dependencies between these systems and other market infrastructures such as MAS’ internal real-time gross settlement system
[What we are looking for]
Experience and Technical Skills
At least 8-10 years of relevant experience in implementing and/or supporting highly available and fault-tolerant large scale software applications in complex technology environments.
At least 2 years of experience serving as technical lead throughout the full software development lifecycle, from conceptionalisation to design, development and maintenance.
Strong proficiency in front-end and back-end web application development, architecture principles, design patterns, and best practices.
Hands-on experience in designing and developing reusable components, microservices, APIs, etc.
Sound knowledge of Java, container technology, various operating systems and databases. Other programming languages will be an advantage.
Experience in configuring and implementing new applications on AWS, preferably on Government on Commercial Cloud (“GCC”).
Proven experience in DevOps and CI/CD.
Proven ability to assess business needs and translate them into relevant solutions.
Experience in streamlining operational processes and implementing automation solutions for systems monitoring.
Knowledge on OpenShift Container Platform will be an advantage.
Certifications in relevant skills (e.g., Java, AWS solution architect, Kubernetes, etc.) will be an advantage.
Understanding of financial instruments, esp Singapore Government Securities, will be an advantage
Experience in government digital projects will be an advantage.
