High Performance Executive - Boccia / Para Swimming / Para Athletics

ABOUT THE ROLE
We are looking for an organised and motivated sport professional to join the Singapore Disability Sports Council (SDSC) as a High Performance Executive — supporting one of three elite para sport programmes during a landmark period for Singapore sport. With Singapore hosting the ASEAN Para Games 2029 (APG29) and ambitious LA28 Paralympic Games targets on the horizon, the High Performance Executive plays a vital enabling role: ensuring athletes, coaches and support staff have everything they need to perform at the highest level.
You will provide hands-on operational and administrative support to the High Performance Manager for your assigned sport — Para Swimming, Para Athletics, or Boccia — covering programme administration, competition logistics, budget processing, and anti-doping compliance. You will also assist with athlete pathway administration — supporting athlete records, spexCarding, classification coordination, and athlete support processes across the full performance pathway. The assigned sport will be confirmed at the point of appointment.
KEY DUTIES & RESPONSIBILITIES
Programme and Pathway Administration
• Maintain accurate programme documentation, athlete records, performance databases, and spexCarding files across the full performance pathway for the assigned sport.
• Coordinate and administer athlete agreements, athlete support requests, talent identification records, and — for Boccia — sports assistant registrations, ensuring all processes are completed accurately and on time.
• Support the coordination and tracking of athlete development activities, including talent identification events, NextGen Para Talent Programme records, and spexScholarship and spexPotential athlete files.
• Assist with the coordination of athlete classification appointments and related documentation in liaison with the High Performance Manager.
Competition and Travel Logistics
• Coordinate all domestic and international competition logistics: travel, accommodation, competition entries, visa applications, per diem administration, and equipment transport.
• Liaise with host organising committees and the relevant international federation on team registration, scheduling, and accreditation. For Athletics, manage guide and racing wheelchair logistics; for Boccia, coordinate sports assistant accreditation and ramp/ball transport.
• Ensure logistics are planned well ahead of travel dates, with contingency arrangements in place.
Budget and Financial Administration
• Assist with the preparation, monitoring, and reconciliation of the programme budget; process invoices and expense claims promptly.
• Maintain accurate financial records and support the High Performance Manager in budget reporting.
Stakeholder and Communication Support
• Serve as the primary administrative point of contact between athletes, coaches, support staff, and SDSC’s shared services.
• Schedule integrated support service appointments: sport science, sport medicine, and sports psychology; for Boccia, also physiotherapy, taking into account athletes’ complex support needs.
• Liaise with the Events and Outreach team and Corporate Communications team to support programme activities and public-facing initiatives.
Anti-Doping and Compliance
• Support the administration of anti-doping processes under the direction of the High Performance Manager, including athlete whereabouts submissions and communication with relevant bodies.
• Ensure athletes and support personnel — and for Boccia, sports assistants and caregivers — are kept informed of their compliance obligations.
This role supports one of three sports. Key operational differences are summarised below. Candidates are encouraged to indicate their sport background or preference in their application.
1. Para Swimming
i. Pathway admin scope: Athlete records, spexCarding, TID files, classification; World Series entries
ii. Equipment logistics: Competition swimwear; adaptive poolside equipment
iii. Sports assistants / guides: Tappers for swimmers with visual impairment
iv. Stakeholder comms: Athletes, coaches, World Para Swimming staff
v. Support scheduling: Sport science, sport medicine, sports psychology
vi. Preferred background: Sport admin; aquatics experience an advantage
2. Para Athletics
i. Pathway admin scope: Athlete records across track & field; TID files; classification (standing, VI, wheelchair); guide documentation
ii. Equipment logistics: Racing wheelchairs, prosthetics, throwing frames, guide tethers
iii. Sports assistants / guides: Guide runners require accreditation and travel booking
iv. Stakeholder comms: Athletes, coaches (track & field), World Para Athletics staff
v. Support scheduling: Sport science, physiotherapy, sport medicine
vi. Preferred background: Sport admin; adaptive equipment logistics experience an advantage
3. Boccia
i. Pathway admin scope: Athlete records across BC1–BC4; sports assistant files; TID records; classification documentation
ii. Equipment logistics: Throwing ramps, calibrated ball sets, assistive devices — specialist packing required
iii. Sports assistants / guides: Sports assistants integral to BC1–BC3; coordinate registration, accreditation and travel
iv. Stakeholder comms: Athletes, coaches, sports assistants, caregivers, World Boccia
v. Support scheduling: Physiotherapy, sport medicine, sports psychology
vi. Preferred background: Sport admin or allied health; experience with high-support individuals valued
Qualifications & Experience
• Diploma or Degree in Sports Management, Business Administration, Health Sciences, or a related field preferred; relevant professional experience will be considered.
• At least 1–2 years of experience in sports administration or a related role, preferably in a high performance or para sport environment.
• Proficiency in Microsoft Office (Word, Excel, Outlook); familiarity with athlete management systems or databases is an advantage.
• Good understanding of competition logistics, travel administration, and event coordination. Experience handling specialist or adaptive equipment logistics is an advantage for Para Athletics and Boccia.
• Genuine interest in para sport and a respectful, professional approach to working with athletes with disabilities and their support networks.
