Job Summary

We are seeking a hands-on and independent HR Manager to oversee end-to-end talent acquisition while managing the full spectrum of HR and administrative functions in Singapore. This is a standalone role with no direct reports, requiring a highly self-driven professional who can balance recruitment, HR operations, and office administration responsibilities.

Key Responsibilities

1. Talent Acquisition (Core Focus)

  • Lead full-cycle recruitment including sourcing, screening, interviewing, reporting and offer management
  • Develop and execute proactive sourcing strategies, including: LinkedIn Recruiter / LinkedIn Talent Insights Job portals
  • Build and maintain strong talent pipelines for current and future hiring needs
  • Partner with hiring managers to understand hiring requirements and advise on talent market conditions
  • Ensure a positive candidate experience throughout the recruitment lifecycle

2. HR Operations (Full Spectrum)

  • Manage end-to-end employee lifecycle including onboarding and offboarding
  • Administer payroll processing, CPF contributions, and related HRIS updates
  • Handle employee benefits and insurance administration (medical, group insurance, claims)
  • Oversee performance management processes including appraisal cycles and KPI tracking
  • Maintain employee records and ensure compliance with Employment Act and regulations
  • Support compensation reviews and HR policy development

3. HR Business Partnering

  • Act as the main HR contact for employees and management
  • Provide guidance on employee relations, disciplinary matters, and HR best practices
  • Support team engagement, culture building, and retention initiatives
  • Identify HR process improvements and implement best practices

4. Administration & Office Management

  • Manage office lease matters and liaise with landlords/building management
  • Oversee office administration including supplies, facilities, and vendor management
  • Coordinate insurance renewals, contracts, and compliance-related matters
  • Organize team-building activities and company events
  • Support general administrative duties and corporate governance tasks

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • Minimum 3-5 years of HR experience, with strong exposure to talent acquisition and HR operations
  • Proven experience in LinkedIn sourcing and direct talent mapping
  • Prior experience handling standalone HR role or full-spectrum HR responsibilities preferred
  • Good knowledge of Singapore employment laws and HR practices
  • Hands-on experience in payroll, insurance, and HR administration
  • Strong communication and stakeholder management skills
  • Ability to work independently and manage multiple priorities in a fast-paced environment

Preferred Qualifications

  • Experience in SMEs or start-up environment (hands-on, agile setup)
  • Familiarity with Infotech and Linkedin, Microsoft office software
  • Bilingual (English & Chinese) preferred to support regional HQ communication
