The Built Environment Technology Alliance (BETA) is a group under the Communications and Engagement cluster of the Building and Construction Authority (BCA). As the sector lead for Singapore’s Built Environment (BE) sector, BCA champions the development and delivery of a safe, high quality, sustainable and friendly built environment.
BETA’s work is primarily industry-facing, with an emphasis on generating commercial value and tangible outcomes from research and innovation activities. Simply put, BETA’s mission can be summarised as ‘Building Bridges, Accelerating Innovation’.
As an executive/senior manager in the BETA team, you will play a role in facilitating the research, innovation and technology adoption efforts of leading firms within Singapore’s BE sector. You will be managing and supporting a portfolio of accounts that includes but is not limited to developers, builders, consultants, and facilities management (FM) companies. Through the role, you will gain strong familiarity with the BE Innovation and Technology (I&T) ecosystem, including a diverse range of solution providers across various domains such as sustainability, productivity and digitalisation.
Relationship Management and Project Development
Serve as the main contact point to key accounts on Research and Innovation (R&I) matters and oversee end-to-end process of project development and execution as well as related activities
Work with growing enterprises in understanding their business needs, formulate R&I strategies (e.g. technology scanning and roadmapping) and assist to put in place an I&T framework so that appropriate execution approaches can be developed that will hone an agile and sustained competitive advantage for BE firms in Singapore and overseas
Cultivate strategic relationships and build trust with key executives of the BE I&T ecosystem (including C-suites in private and public sectors as well as academia) to undertake industry development, invest in R&I and deploy I&T
Work in close partnership with various stakeholders to define R&I project plans and budgets, develop timelines, establish and monitor project risks and facilitate the project teams in achieving deliverables and objectives
Research and develop deep understanding of Singapore and the global R&I ecosystem in BE as well as emerging technology and business trends, so as to be able to appreciate potential opportunities and implications to the relevance and transformation of the BE sector
Strategic Communications and Industry Awareness
Initiate and/or support publicity and awareness initiatives such as tech events and showcases, industry roundtables etc.
Curate I&T content and work with corporate communications team to present them in an effective and engaging manner to key stakeholders
Policy and Programme Implementation
Work with key agencies in the I&T eco-system (e.g. the National Research Foundation, Ministry of National Development, Enterprise Singapore, JTC Corporation and Infocomm Media Development Authority) to refine policy and implement initiatives that facilitate industry development and R&I activities in the BE sector, whilst ensuring proper governance
Evaluate and refine proposals, facilitate networking and strengthen partnerships within the BE I&T ecosystem, including via the Built Environment Accelerate-to-Market Programme (BEAMP)

Preferably tertiary qualification in engineering or built environment-related discipline
Familiarity/experience with the built environment sector and/or business development/consulting/research and innovation fields are useful but not mandatory (i.e. fresh graduates are welcomed too)
Should be a results-oriented thinker, with proven conceptual and analytical skills
Able to work independently with excellent communication skills to engage a range of stakeholders in various settings
Able to play cross-functional roles and/or work autonomously in a lean setup and dynamic environment
Good interpersonal, oral and written communication skills
Good organisational and time management skills
