[What the role is]

As the Senior Assistant Director/Assistant Director (Capability Architecture) in the Communicable Diseases Agency (CDA), you will lead and guide a dedicated team in developing and implementing a Whole-of-Government (WoG) readiness framework and plans that will ensure that agencies and public healthcare institutions are prepared and ready to manage disease outbreaks and pandemics. The role encompasses the development of plans to anticipate, prevent and respond to disease outbreaks and pandemics; system-level mapping and master-planning of WoG capabilities and capacities; and collaboration and coordination with agencies to facilitate the development and implementation of said strategies and plans.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

[What you will be working on]

• Strategic planning: Develop and implement strategies, frameworks and plans for pandemic preparedness and readiness.

• Situational analysis: Synthesise information from a wide range of sources in a complex environment to provide rigorous analysis that will guide decision-making and response.

• System architecture design: Map the WoG interconnected and interdependent system capabilities and capacities. Identify gaps and bottlenecks, and propose appropriate mitigation strategies. Ensure that the system architecture aligns with the WoG pandemic plan requirements and addresses the needs of stakeholders.

Policy-to-operations translation: Guide agencies in their on-the-ground implementation of pandemic plans and public health measures.

• Coordination and collaboration: Collaborate with multi-sectoral agencies to ensure a coordinated and effective response to infectious disease threats. This encompasses stakeholder management and collaborative development and operationalisation of pandemic preparedness strategies and plans.

[What we are looking for]

• Preferably a tertiary education in public health, epidemiology, infectious diseases, or equivalent or work experience in public health-related field.

• Minimum of 5 years of experience in public health, infectious disease control, or emergency preparedness, with progressively increasing leadership responsibilities. Experience in pandemic planning and response highly desirable.

• Strong leadership and management skills, with the ability to inspire and motivate teams, build partnerships, and foster collaboration across diverse stakeholders.

• Strategic thinker with the ability to develop long-term objectives and plans and translate them into actionable goals and objectives.

• Strong analytical and problem-solving skills, with the ability to analyse situations and data, assess risks, and develop evidence-based recommendations. Demonstrate strong ability to breakdown complex issues, identify patterns and develop innovative solutions to address the challenges.

• Excellent communication skills, both written and verbal, with the ability to effectively communicate complex information to diverse audiences, including policymakers, healthcare professionals, and the public.

• Ability to work effectively in a fast-paced and dynamic environment, demonstrating flexibility, resilience, and adaptability to changing circumstances and priorities.
