Manager (CareElderly)

Position Summary
The Manager, CareElderly oversees the planning, implementation, and operations of CareElderly programmes and services. This role ensures high-quality service delivery aligned with organisational standards and regulatory requirements, while leading teams to support seniors’ well-being and active ageing in the community.
Key Responsibilities
Programme Leadership & Management
- Lead and manage CareElderly programmes, including centre-based and community-based services
- Develop and implement outreach strategies and annual programme plans
- Ensure programmes meet performance indicators and regulatory requirements (e.g. MOH, AIC, Grants)
- Drive programme evaluation, outcomes tracking, and continuous improvement initiatives
- Establish systems to capture needs and profiles of seniors within service areas
Operations, Governance & Compliance
- Review and enforce policies, SOPs, and regulatory compliance (e.g. PDPA, MOH, AIC guidelines)
- Ensure timely and accurate submission of programme and operational reports
- Oversee the Alert Alarm System (AAS) and ensure continuity of support beyond operating hours
- Maintain a safe, inclusive, and senior-friendly service environment
Care & Client Engagement
- Oversee home visits and needs assessments for seniors and families
- Ensure proper documentation, follow-up, and reporting of cases
- Uphold quality, safety, and person-centred care standards in line with ACP, LPA, and AMD guidelines
- Promote social inclusion, community harmony, and active ageing among seniors
Volunteer & Community Partnership Development
- Build partnerships with community organisations, grassroots, corporates, and schools
- Lead volunteer recruitment, training, deployment, and retention strategies
- Establish systems for volunteer engagement, recognition, and programme evaluation
People Leadership & Capability Development
- Lead, mentor, and develop Programme Coordinators, Executives, and Assistants
- Conduct staff supervision, performance reviews, and training plans
- Plan and optimise manpower deployment across services
- Foster a collaborative and high-performing team culture
Finance & Resource Management
- Oversee budgeting, financial controls, and fund utilisation
- Ensure proper accounting systems, controls, and audit compliance
- Safeguard organisational assets and resources
- Support operational and manpower budgeting processes
Administrative & Operational Excellence
- Review reports and submissions before escalation to Head and relevant authorities
- Ensure proper data governance and security of beneficiaries’ records
- Monitor attendance and follow up on seniors requiring additional support
- Continuously review processes and drive operational improvements
Requirements
- Degree in Gerontology, Social Work, Nursing, Allied Health, or related fields
- Minimum 3 years of supervisory experience, preferably in the social service or healthcare sector
- Strong understanding of community care, active ageing, and eldercare services
- Knowledge of regulatory frameworks (e.g. MSF, MOH, PDPA) is an advantage
