Job Responsibilities

Strategic Leadership & Vision

  • Serve as the senior engineering authority reporting to the Executive Director, providing clear, forward‑looking advice on engineering risks, investments, and operational strategy.
  • Define and execute a long‑term engineering vision aligned with the Integrated Resort’s business objectives, guest experience, and regulatory obligations.
  • Foster a culture of innovation, continuous improvement, and out‑of‑the‑box thinking within the engineering organization.
  • Lead by example with a visible, hands‑on leadership style while maintaining executive‑level governance and direction.

Operational Reliability & Problem Solving

  • Ensure safe, reliable, and uninterrupted operation of all engineering systems, including:
    o HVAC and ventilation systems
    o CCMS/BMS and integrated building controls
    o Electrical distribution, generators, UPS, and critical power systems
    o Fire detection, suppression, smoke control, and life safety systems
    o Lifts, and escalators
    o Plumbing, drainage, sewage, pumping, and water systems
  • Champion a root cause analysis (RCA) culture to eliminate recurring failures and systemic weaknesses.
  • Provide direct leadership during major engineering incidents, system failures, commissioning activities, and recovery efforts.
  • Ensure effective use of CCMS for alarm management, trending, fault diagnostics, and system optimization.

Asset Management & Lifecycle Planning

  • Own the Integrated Resort’s engineering asset management framework, including asset registers, criticality assessments, and lifecycle planning.
  • Develop and maintain 3–5 year asset renewal and replacement strategies, aligned with operational risk, compliance, and business priorities.
  • Optimize asset performance and total cost of ownership through condition‑based maintenance, standardization, and technology enablement.
  • Ensure accuracy and completeness of all engineering documentation, including single‑line diagrams, schematics, O&M manuals, sequences of operation, and as‑built records.

OPEX & CAPEX Management

  • Lead preparation and management of the Engineering OPEX budget, covering maintenance contracts, utilities, consumables, and outsourced services.
  • Develop, justify, and deliver Engineering CAPEX programs, including asset renewals, major upgrades, compliance works, and reliability or efficiency improvements.
  • Present clear, data‑driven business cases to the Executive Director, including risk mitigation, lifecycle cost, and return‑on‑investment analysis.
  • Maintain strong financial discipline while safeguarding operational reliability and safety.

Vendor & Outsourced Services Management

  • Oversee a large and diverse portfolio of outsourced service providers and specialist vendors.
  • Establish and enforce strong governance frameworks, including:
    o Clearly defined scopes of work and SLAs
    o Performance KPIs and regular vendor reviews
    o Safety compliance and method statement approvals
    o Quality, responsiveness, and value delivery
  • Build effective partnerships with OEMs and key contractors while maintaining commercial rigor and accountability.

Design Review, Technical Governance & Projects

  • Lead engineering design reviews for new works, refurbishments, system upgrades, and asset replacements.
  • Ensure all designs comply with Singapore codes of practice, statutory authority requirements, and fire safety regulations.
  • Drive designs that prioritise operational resilience, maintainability, energy efficiency, and lifecycle optimisation.
  • Oversee commissioning, integrated systems testing, and operational readiness prior to handover in live environments.

Compliance, Safety & Regulatory Management

  • Ensure full compliance with Singapore regulatory authorities and applicable codes (including BCA, SCDF, EMA, PUB, and MOM).
  • Own all statutory inspections, testing regimes, certifications, and regulatory audits for engineering systems.
  • Champion best‑in‑class safety practices across electrical, mechanical, fire life safety, and contractor works.
  • Ensure timely and sustainable closure of all inspection findings and regulatory observations.

People Leadership & Organisational Development

  • Lead, mentor, and develop a large multidisciplinary engineering team.
  • Establish clear organisational structures, leadership depth, succession planning, and skills development pathways.
  • Build a high‑performance culture grounded in accountability, technical excellence, and collaboration.
  • Work closely with Operations, Security, HSE, IT, Projects, and Commercial teams to deliver integrated outcomes.

Job Requirements

Education & Certification

  • Degree in Mechanical, Electrical, Building Services Engineering, or equivalent.

Experience

  • 15+ years of senior engineering leadership experience in large‑scale, complex environments such as integrated resorts, casinos, hospitality, or mixed‑use developments.
  • Strong hands‑on technical expertise across HVAC, electrical, fire & life safety, CCMS/BMS, and vertical transportation systems.
  • Proven experience leading large engineering teams and managing extensive outsourced service models.
  • In‑depth working knowledge of Singapore codes of practice and statutory compliance requirements.
  • Demonstrated success in asset lifecycle management and OPEX/CAPEX governance.
