ROLESUMMARY

Mooncrest is seeking an exceptional Chief Strategy & Artificial Intelligence Officerto lead the Company's AI strategy, regulatory positioning, data governance, andpartnership origination functions at an executive level. This is a foundationalC-suite role reporting directly to the Board of Directors, with fullenterprise-wide accountability across technology, investment, and client-facingworkstreams.

The successful candidate will be a recognised AI practitioner and strategist withdeep expertise in enterprise AI deployment, international regulatory frameworks(including the EU AI Act), and the Southeast Asian and European investmentecosystem. The role demands a rare combination of doctoral-level technicalknowledge, active regulatory engagement, published thought leadership, andembedded venture capital network fluency.

KEYRESPONSIBILITIES

AIStrategy & Deployment

• Lead end-to-end AI transformation strategy across the Company'stechnology portfolio and client engagements.

• Oversee deployment of large language models, agentic AI architectures,and enterprise data infrastructure solutions.

• Evaluate and select AI tooling, platforms, and vendors appropriate toeach client and internal use case.

Regulatory& Policy Intelligence

• Monitor, interpret, and operationalise emerging AI regulatoryframeworks, with particular focus on the EU AI Act, Singapore's Model AIGovernance Framework, and APAC-wide regulatory developments.

• Represent the Company in regulatory and policy forums, ensuringcompliant and future-proof product and service deployment.

• Provide Board-level briefings on regulatory risk and opportunity as newframeworks come into force.

Investment& Partnership Origination

• Identify, evaluate, and structure technology investment mandates andstrategic partnerships across SEA, APAC, and European markets.

• Manage co-investment syndication with institutional and angel investornetworks; support LP relationship management.

• Produce investor-grade documentation including pitch decks, one-pagers,and investment memos.

DataGovernance (CDO Function)

• Design and implement enterprise data governance frameworks aligned withSingapore PDPA and international standards (GDPR, ISO 27001).

• Oversee data infrastructure architecture, data vendor management, anddata quality assurance.

TelcoAPI & Ecosystem Commercialisation

• Leverage relationships within the GSMA Open Gateway (CAMARA) ecosystemto commercialise Network-as-a-Service API opportunities.

• Build and maintain MNO and telco partner relationships across APAC andCentral Asia.

ExecutiveLeadership & Reporting

• Deliver regular strategic, operational, and risk reports to the Board ofDirectors.

• Support ACRA annual return, AGM, and financial reporting obligations.

• Build, lead, and mentor a cross-functional team as the Company scales.

REQUIREMENTS

Education(Required)

• Postgraduate degree required; PhD or DBA strongly preferred,particularly in Artificial Intelligence, Data Science, Computer Science,Business Administration, or a related discipline.

• Additional qualifications in Finance, Economics, or Law consideredadvantageous.

Experience(Required)

• Minimum 15 years of progressive professional experience in technologystrategy, AI deployment, data governance, or related fields.

• Demonstrated track record in a C-suite, VP, or equivalent seniorleadership role.

• Proven experience structuring and managing investment mandates, jointventures, or technology partnerships at an institutional level.

• Active engagement with AI regulatory frameworks, particularly the EU AIAct or equivalent international governance standards.

• Experience in the GSMA Open Gateway / CAMARA API ecosystem or comparabletelco technology standards body is highly desirable.

Knowledge& Skills (Required)

• Expert-level knowledge of enterprise AI architectures, including largelanguage models, machine learning pipelines, and agentic AI systems.

• Strong command of data governance frameworks and applicable regulations(PDPA Singapore, GDPR, sector-specific standards).

• Ability to translate complex AI and regulatory concepts into Board-leveland investor-facing communications.

• Established network within the Southeast Asian and/or European venturecapital and institutional investor community.

• Published thought leadership in AI, technology strategy, or relatedfields (books, peer-reviewed articles, industry reports) is an advantage.

Languages

• English: Professional working proficiency (required).

• Additional European or Asian language: Advantageous (Hungarian,Mandarin, Vietnamese, or similar).
