Overall Job Responsibility
The Service Development (Disability Support and Services) Division is reviewing and enhancing the continuum of services to better support adult persons with disabilities and their caregivers.
The Assistant Director, Enabled Living Programme role oversees the service planning, development and implementation of the community living initiatives for adults with disabilities which are being piloted. This includes the Enabled Living Programme (ELP) and Home Support Programme (HSP) which aim to empower adults with disabilities to live independently in the community for as long as possible.
Duties and Responsibilities
1. Service Planning and Development
- Lead the conceptualisation, design, and implementation of service models for pilot initiatives, aligned with national strategies and sector priorities.
- Conduct needs analysis, service mapping, environmental scans, and gap assessments to identify emerging service needs and opportunities.
- Drive pilot initiatives to improve service quality, accessibility, integration, and sustainability.
- Review existing programmes and recommend service improvements based on data, sector feedback, and outcomes evaluation.
2. Service Management
- Oversee pilot implementation and carry out progress reporting to senior management and/or other stakeholders as needed.
- Lead the development of operating guidelines based on policy intent and operational gaps, and ensure alignment with organisational policies, funding requirements and governance standards.
- Lead and guide the change management process with appointed service providers to ensure the pilot initiatives are being implemented as intended.
- Lead the engagement with appointed service providers to uphold the required service standards for pilot initiatives.
- Co-create solutions with stakeholders.
3. Pilot Evaluation
- Work with appointed research partners to develop and implement the evaluation plan to assess the effectiveness of the pilot initiatives.
- Lead the development of suitable output and outcome indicators to track and measure desired outcomes.
- Lead the development of data collection matrix, structure and processes to support the pilot initiatives.
- Lead the analysis of quantitative and qualitative data to inform adjustment to service design and/or implementation.
4. Stakeholder Engagement and Partnerships
- Engage and partner relevant stakeholders, including service providers, MSF and other agencies, to support the implementation of the pilot initiatives.
- Foster strong relationships with stakeholders to ensure effective collaboration and communication.
5. Team Management
- Oversee the team in matters relating to programme management (e.g. programme fidelity, funds disbursement).
- Provide guidance and support to team members to ensure they have the necessary skills and resources to perform their roles effectively.

Qualifications, Knowledge and Experience- Minimum 8 years of relevant experience in planning, service or programme development, preferably in a leadership position
- Experience in programme evaluation and/or data analysis is highly desirable
- Good degree in relevant disciplines
- Possess strong analytical and problem-solving skills
- Strong team player with excellent communication and interpersonal skills, and the ability to work with diverse stakeholders
- Self-driven, adaptable, resourceful and able to multi-task
- Strong project management skills, including stakeholder engagement
