Job Description
- Assist in the establishment and continuous enhancement of the Fire Safety Committee and Company Emergency Response Team (CERT), including advisory on structure, roles, responsibilities, and compliance with regulatory requirements.
- Develop, implement, and maintain a comprehensive Emergency Response Plan (ERP) in accordance with the Fire Safety (ERP) Regulations 2013, ensuring alignment with operational needs and regulatory standards.
- Conduct regular Fire Safety Manager inspections of the premises and fire protection systems, including routine fire safety inspections and site assessments for the East Coast Integrated Depot (ECID), comprising the TEL Depot, TEL Reception Tunnel, DTL Depot, and DTL Reception Tunnels. Detailed reports shall be provided on observations, fire safety deficiencies, risk areas, and recommended corrective actions to ensure continued compliance with fire safety requirements.
- Respond promptly to calls from the fire alarm monitoring company and investigate the affected zone indicated on the Fire Alarm Control Panel (FACP) to determine the cause of the alarm activation and carry out the necessary follow-up actions, including coordination with the relevant parties where required.
- Plan, coordinate, and conduct annual Emergency Evacuation Exercises (Fire Drills), including full documentation and submission of post-exercise evaluation reports with actionable recommendations.
- Facilitate annual Table Top Exercises (TTE) to assess emergency preparedness, followed by comprehensive post-mortem reports highlighting gaps, improvements, and strategic recommendations.
- Conduct fire safety awareness and training sessions for occupants, staff, and relevant personnel to enhance fire prevention knowledge, emergency response preparedness, and compliance with fire safety procedures and regulatory requirements.
- Prepare and submit a comprehensive FSM Annual Report to the building owner, summarising the overall fire safety performance, compliance status, and key recommendations for continuous improvement.
- Organise, coordinate, and/or attend Fire Safety Committee meetings, providing professional input on fire safety matters, regulatory updates, and continuous improvement initiatives.
- Carry out periodic reviews and updates of the Emergency Response Plan (ERP) to ensure it remains current, effective, and compliant with regulatory and operational changes.
- Attend site inspections as required and endorse Fire Certificate (FC) renewal forms (FSSD-CED-FC01/02/03), including coordination and verification of all necessary documentation for submission.
- Act as the primary point of contact with SCDF, liaising and coordinating on all fire safety matters on behalf of the Client, while providing ongoing professional advisory services to ensure full compliance with the Fire Safety Act and associated regulations.
Requirements
- Certification in Fire Safety Manager Course
- Familiar with the statutory requirements related to WSH Act and other aspect of safety
- 1-2 Years of safety experience
- A team player and ability to work independently and influence others.
- Eligible to be registered with the Singapore Civil Defence Force (SCDF) for building compliance
- Strong team player with the ability to work independently
