Job Summary

Manage and coordinate all aspects of condominium operations, including maintenance, administration, financial management, and stakeholder engagement, ensuring compliance with regulations and delivering high-quality property management services.

Responsibilities

  • Lead daily meetings and direct site staff to foster teamwork and maintain high morale
  • Regulate and control the use of common properties and facilities to ensure proper utilization
  • Plan, implement, and review Management Corporation’s policies and decisions on routine and cyclical maintenance
  • Oversee estate cleaning, security, landscaping, building maintenance, and contractors, ensuring certification of completed works and recommending payment approvals
  • Develop and execute planned maintenance programs for maintenance, improvements, additions, alterations, and repairs of common properties
  • Conduct regular inspections of common properties to maintain standards required by authorities and the Management Corporation
  • Advise the Management Corporation and administer its functions in compliance with the Building Maintenance and Strata Management Act (BMSMA)
  • Generate innovative and practical ideas for work methods, corporate objectives, staff training, contract specifications, and service improvements
  • Build strong relationships with Management Corporation members, subsidiary proprietors, residents, staff, and contractors
  • Liaise and coordinate with government bodies, managing agents, and legal advisers to support successful project completion
  • Coordinate renovation works for subsidiary proprietors, residents, and tenants within the estate
  • Recommend property improvement works to enhance the estate’s image and prestige
  • Prepare competitive tender documents and analyze tenders for Management Corporation’s approval
  • Ensure all insurance policies (Fire, Public Liability, Plate Glass, Errors and Omissions) are maintained and manage insurance claims for common property damages
  • Enforce compliance with By-laws, house rules, and government regulations among subsidiary proprietors, tenants, and residents
  • Manage issuance and handling of security passes, carpark labels, and collection of administrative and renovation fees
  • Plan and organize estate activities during selected festivities and events
  • Organize monthly Council and sub-committee meetings, preparing minutes, agendas, and relevant documents
  • Coordinate and conduct Annual General Meetings effectively
  • Manage correspondence and inquiries related to common property, advising on remedial actions as needed
  • Maintain confidentiality of sensitive documents and records
  • Manage and update records of files, correspondences, documents, and registers of subsidiary proprietors and residents
  • Record and manage site staff matters including attendance, leave, and personal particulars updates
  • Conduct regular performance appraisals of site staff
  • Ensure financial administration complies with industry standards, BMSMA, and financial rules
  • Charge and collect management fees, sinking funds, and other charges from subsidiary proprietors and residents, issuing receipts accordingly
  • Formulate and administer arrears payment processes, monitor arrears status, and initiate recovery actions
  • Prepare timely monthly financial reports and coordinate annual audits per statutory requirements
  • Verify accuracy of all payments made by the Management Corporation
  • Monitor fixed deposit maturities, if applicable

Required competencies and certifications

  • Diploma or Degree in Estate Management, Real Estate, or equivalent
  • Minimum 2 to 5 years of experience managing a large-sized condominium estate
  • Proficient knowledge of the Building Maintenance and Strata Management Act (BMSMA)
  • Effective communication skills in English
  • Computer literacy

  • Strong client focus demonstrated by maintaining high levels of property management service
  • Strong administrative and coordination skills
