PROJECT ON-SITE OPERATION MANAGER

JOB SCOPE:

The Project On-Site Operation Manager is responsible for overseeing the daily operations, installation, maintenance, and project execution of air-conditioning and mechanical ventilation (ACMV) works. The role ensures projects are completed safely, on schedule, within budget, and in compliance with company and regulatory requirements.

Key Responsibilities

1. Project Planning & Coordination

• Plan, organize, and oversee ACMV projects from commencement to completion.

• Prepare project schedules, manpower allocation, and work programs.

• Coordinate with clients, consultants, main contractors, suppliers, and subcontractors.

• Ensure project milestones and deadlines are achieved.

2. Site Operations Management

• Supervise daily site activities and monitor work progress.

• Ensure installation works comply with approved drawings, specifications, and contractual requirements.

• Conduct regular site inspections to ensure quality workmanship.

• Resolve site issues and provide technical guidance to project teams.

3. Manpower & Resource Management

• Manage project engineers, supervisors, technicians, and subcontractors.

• Schedule manpower deployment according to project requirements.

• Monitor productivity and ensure efficient utilization of resources.

• Conduct staff performance reviews and provide training where necessary.

4. Safety & Regulatory Compliance

• Ensure compliance with Workplace Safety and Health (WSH) regulations.

• Conduct toolbox meetings and safety briefings.

• Implement risk assessments and safe work procedures.

• Maintain a safe working environment on all project sites.

5. Quality Assurance & Testing

• Monitor quality control procedures throughout project execution.

• Oversee testing, commissioning, and system handover activities.

• Ensure all ACMV systems operate according to design specifications.

• Rectify defects and coordinate warranty or maintenance matters.

6. Cost Control & Budget Management

• Monitor project budgets and expenditures.

• Review quotations, variation orders, and subcontractor claims.

• Ensure projects remain profitable and within approved budgets.

• Prepare project cost reports and forecasts for management.

7. Client & Stakeholder Management

• Serve as the main point of contact for clients and consultants.

• Attend project meetings and provide progress updates.

• Address client concerns and ensure customer satisfaction.

• Maintain strong business relationships with stakeholders

8. Documentation & Reporting

• Prepare daily, weekly, and monthly project reports.

• Maintain project records, drawings, permits, and technical submissions.

• Ensure timely submission of progress claims, variation orders, and handover documents.

• Keep management informed of project status and operational performance.

Requirements

• Degree/Diploma in Mechanical Engineering, Building Services, ACMV, or related discipline.

• Minimum 5 years of experience in ACMV/HVAC project and operations management.

• Strong knowledge of air-conditioning systems, ventilation systems, testing & commissioning.

• Excellent leadership, communication, and problem-solving skills.

• Familiar with Singapore WSH regulations and relevant authority requirements.

Reporting Structure:

Reports To: Managing Director / Operations Director
Supervises: Project Engineers, Site Supervisors, ACMV Technicians, Coordinators, and Subcontractors.
