Job Summary

We are seeking an experienced Human Capital Manager to partner with business leaders in driving people strategies, workforce planning, talent management, employee engagement, and operational excellence. The successful candidate will provide end-to-end Human Capital support across the employee lifecycle, ensuring that people practices are aligned with organisational goals while fostering a positive and high-performing workplace culture.

Responsibilities

  • Collaborate with business leaders and department heads to assess workforce needs and develop people strategies that align with organisational goals
  • Lead manpower planning to align workforce capabilities and headcount with business demands
  • Manage end-to-end recruitment and talent acquisition processes to attract and secure high-quality candidates
  • Advise managers and employees on Human Capital policies, employment matters, and employee lifecycle issues to ensure compliance and support
  • Design and implement employee engagement, retention, and workplace culture initiatives to improve employee experience and organisational effectiveness
  • Facilitate performance management processes including goal setting, performance reviews, talent development, and succession planning to drive employee growth
  • Handle employee relations matters such as investigations, disciplinary actions, grievance resolution, and conflict management in line with company policies and employment laws
  • Develop, review, and enforce Human Capital policies, procedures, and standard operating procedures to maintain consistency and compliance
  • Ensure adherence to employment legislation, regulatory requirements, and internal governance standards
  • Oversee employee lifecycle administration including onboarding, transfers, confirmations, promotions, contract renewals, and offboarding to maintain smooth HR operations
  • Maintain accurate employee records, Human Capital Information Systems (HCIS), and HR documentation integrity
  • Support payroll preparation and coordinate with stakeholders to ensure accurate and timely payroll processing
  • Analyze workforce data, Human Capital metrics, and trends to identify risks, opportunities, and recommend continuous improvements
  • Lead and support organisational change, transformation, and process improvement initiatives to enhance workforce effectiveness
  • Collaborate with internal stakeholders to implement Human Capital programmes that promote talent development, employee well-being, and organisational growth
  • Manage relationships with external partners such as recruitment agencies and training providers to support Human Capital functions
  • Participate in audits and compliance reviews, ensuring proper documentation and record management
  • Lead or contribute to Human Capital projects and initiatives aligned with strategic priorities
  • Perform other duties and responsibilities as assigned

Required competencies and certifications

  • Degree in Human Resource Management, Human Capital, Business Administration, or related discipline
  • 5 to 10 years of relevant Human Capital experience, preferably in managerial or business partnering roles
  • Strong knowledge of Singapore employment legislation and Human Capital best practices
  • Experience managing comprehensive Human Capital functions across the employee lifecycle
  • Proven ability to effectively partner with business leaders and stakeholders at all levels
  • Strong interpersonal, communication, influencing, and stakeholder management skills demonstrated through advisory and collaboration roles
  • Analytical and problem-solving skills with the ability to make data-driven recommendations based on workforce metrics
  • Proficiency in Microsoft Office applications and Human Capital Information Systems
  • Ability to work independently and manage priorities effectively in a fast-paced environment
