Blasting, Coating & Painting Manager - Oil & Gas

Introduction

Manage the entire Blasting and coating Painting department operational activities, on time cost effective execution of projects in oil and gas, shutdowns TA, put excellent managerial hands of experience for increasing company goodwill, promote business volume, increase productivity and efficiency of the entire department in changing environment

Duties & Responsibilities

•Spearheaded project management efforts, ensuring timely execution through daily, weekly, and monthly progress reports, while maintaining a comprehensive overview of the entire project.

. A Blasting and Painting Manager in Singapore leads surface preparation and coating operations primarily within the marine, offshore, and oil & gas sectors. They ensure safety compliance and high-quality finishes aligned with international standards like IMO, SOLAS, and NACE. Managing all blasting/coating/painting activities, ensuring compliance with company standards, client requirements, and best practices.
. Key Responsibilities

. Project & Team Management: Overseeing blasters, painters, and supervisors, coordinating manpower, and managing the daily workflow.

. Quality Assurance & Control (QA/QC): Monitoring ambient conditions, verifying measuring device calibration, and inspecting modules at every stage to meet strict client specifications.

.Commercial Duties: Identifying business opportunities, generating leads, drafting subcontracts, and securing new contracts, costing and settlement of commercial.

.Safety & Regulatory Compliance: Enforcing Risk Assessments, Permit-To-Work (PTW) systems, and ensuring environmental/safety hazards are minimized.

.Documentation: Preparing Inspection and Test Plans (ITP), painting procedures, and progress reports for client approval.
. Industry Experience: 20+ years of experience in shipyard operations, Plant Turnaround/Shutdowns, or offshore/petrochemical sectors.

. Technical Knowledge: Strong understanding of paint manufacturer specifications, blasting equipment, coating thickness testing, and galvanizing procedures.

•Collaborate with operations manager and other stakeholders to ensure timely and cost-effective project execution.
•Ensure all surface preparation and coating/painting processes adhere to Client’s standards and specifications.
•Monitor and evaluate the application methods, tools, and equipment used in coating processes.
•Train and guide coating/painting Lead/Supervisor/ technicians/staff and other related personnel.
•Ensure health, safety, and environmental (HSE) regulations are always adhered to.
•Lead the inspection and quality assurance processes for all coated materials, ensuring they meet the necessary standards and certifications.
•Liaise with suppliers and vendors, ensuring timely delivery and optimal quality of materials.
•Responsible for the review of scope technical documentation, including Job Safety Analysis (JSA), work method statements and regular progress reporting.
•Effectively manage, train, and communicate with field personnel and develop a plan to complete the work.
•Lead audits of compliance with procedures and specifications among other contractor groups, highlighting and addressing serious and high-risk findings to ensure alignment with company standards.
•Familiar with development and enforcement of construction quality control programs, including preservation measures.
•Should play crucial role in identifying and rectifying errors and omissions in the installation of coating, painting, and fireproofing works.
•Implemented project controls and scheduling strategies to mitigate risks and deliver projects safely, on time, and within budget.
•Collaborated with quality control and management personnel to optimize the flow and utilization of material, machinery, and human resources.
•Coordinated with team members and clients to develop detailed project plans, setting the stage for successful project outcomes.
•Directed daily operations, ensuring the attainment of production goals in terms of capacity, capability, quality standards, and documentation compliance.
•Facilitated effective communication among cross-functional teams, clients, and stakeholders to ensure alignment with project goals and objectives, fostering a collaborative working environment.
•Conducted thorough risk assessments and implemented proactive risk management strategies, identifying potential issues and formulating contingency plans to maintain project timelines and budgets.
•Acted as the primary point of contact for project-related matters, promptly addressing inquiries, resolving issues, and providing regular updates to internal and external stakeholders, enhancing overall project transparency and client satisfaction.
•Study of Client Specification and developing technical procedure, Project Specific Method statement, Inspection Test Plan (ITP), according to the standard and requirements specified.
•Maintaining a daily report/log of all inspection, surveillance and intervention activities undertaken. Ensuring that all documentation, plans, reports, records, and certification requirements related to discipline inspection requirements are collected, reviewed/approved, updated, distributed, and filed in an appropriate manner.

Related to oil and gas maintenance /SD, TA & Projects
MINIMUM EXPERIENCE
20+ years of experience in Blasting ,Coating & Painting operational activities especially from oil and gas sector
Shutdown / turnaround experience required for Blasting ,Coating & Painting .
