Manager, CIO Office

We are seeking a highly motivated and versatile Manager to drive strategic operations, organisational effectiveness, staff engagement, and key transformation initiatives. This role serves as a key partner to the CIO Office leadership team in supporting the planning, coordination, and execution of strategic initiatives, organisational operations, vendor management, workforce planning, learning and engagement programmes, and special projects.

Key Responsibilities

1. Advisory and Insight Vendor Management

  • Drive strategies to maximise the value of research and advisory services for staff and leadership

  • Lead end-to-end vendor management lifecycle: requirements gathering, procurement coordination, tender evaluations, contract negotiations, renewals, and vendor performance management

  • Analyse utilisation metrics and effectiveness of advisory subscriptions

  • Evaluate opportunities to enhance insights through emerging technologies, including GenAI-enabled tools

2. CIO Office Organisational Planning

  • Manage CIO Office planning activities: organisational structures, headcount tracking, and manpower data for senior leadership reporting

  • Manage audit readiness and coordination (internal/external audits)

  • Organise division-wide engagement events (townhalls, team bonding, learning sessions)

  • Manage Secretariat operations for key governance platforms

3. Digital Workplace and Knowledge Management

  • Drive enhancement of division collaboration platforms, intranet team portal, and shared repositories

  • Design and improve CIO Office onboarding programmes and knowledge structures

4. Strategic Projects and Innovation

  • Lead ad-hoc strategic tasks and special assignments

  • Champion adoption of emerging tools and productivity solutions (including GenAI)

Qualifications

  • Degree in any discipline

  • Relevant experience in strategy, operations, programme management, PMO, corporate planning, organisational development, consulting, or related functions

  • Experience supporting senior leadership and managing organisation-wide initiatives is advantageous

  • Experience managing vendors, procurement processes, contracts, or advisory service subscriptions is advantageous

Preferred Attributes

  • Experience in public sector, corporate planning, PMO, strategy, consulting, operations, or transformation roles

  • Strong interest in emerging technologies, including GenAI and digital workplace solutions

  • Familiarity with knowledge management, organisational development, or workforce enablement

  • Experience developing business scenarios, testing approaches, or user evaluation frameworks for digital products
