Operations Program Manager – APAC IFM Contract for BLK
Position Overview
We are seeking an Operations Program Manager (OPM) to oversee programs across the APAC region supporting our Integrated Facilities Management (IFM) contract. You will manage existing programs and drive new initiatives from planning through successful delivery, coordinating and engaging stakeholders and our FM teams across the region to achieve results.
Program Scope
You will manage both region-wide programs and country-specific activities as well as support the overall IFM program across APAC. Program content is diverse and covers the full spectrum of FM operations including hard services, soft services, financials, safety, technology, and people management.
Role Focus
You do not need to be a subject matter expert in every program area. Your expertise lies in successfully managing and delivering programs regardless of scope. You will connect with relevant subject matter experts and formulate effective programs and also engage with the FM teams across multiple countries to get desired results.
Reporting Structure
You will report to the Regional Account Director for the IFM contract and comply with all established processes to ensure smooth progress. Frequently approvals and reports will be needed with internal and client stakeholders.
Key Responsibilities
Program Leadership
Define clear objectives, deliverables, and success metrics for each program
Secure buy-in from internal management and client stakeholders as appropriate
Develop comprehensive program plans, timelines, and budgets
Ensure programs consistently deliver desired results and meet objectives
Coordinate resources across program teams and resolve challenges efficiently
Continuous engagement with the FM teams who are main participants to deliver the desired results
Stakeholder Management
Communicate program status effectively to internal management and clients
Build and maintain strong relationships at all organizational levels
Present information clearly to diverse audiences
Establish relationships with external stakeholders including clients and vendors to enhance program planning and delivery
Manage expectations and navigate competing priorities
Risk and Delivery
Proactively identify risks and develop mitigation strategies
Monitor progress and address issues that threaten program success
Ensure quality standards are met and deliverables are completed on time
Implement corrective actions when programs deviate from plan
Budget Management
Determine budget requirements and obtain necessary approvals
Manage program budgets and track expenditures against forecasts
Report on financial performance with accuracy
Identify and implement cost-saving opportunities without compromising quality
Continuous Improvement
Capture lessons learned and apply insights to future programs
Recommend process improvements to enhance program delivery
Stay current with industry best practices and emerging trends in facilities management
Support for overall IFM program
Preparation of periodical reports and presentations
Team engagement
Consistency across the region through processes
Required Qualifications
Education and Experience
Bachelor's degree in Business, Engineering, IT, or related field
Minimum 5 years of facilities management experience with demonstrated program or project management responsibilities
Experience managing and interacting with teams across multiple countries or regions
Skills and Competencies
Strong organizational, communication, and problem-solving abilities
Ability to lead cross-functional teams and influence without direct authority
Expert proficiency in project management tools including MS Excel, MS Project, and Smartsheet
Capacity to work effectively in a matrixed organization with multiple stakeholders
Adaptability to manage diverse program content across different FM disciplines
Regional role requiring collaboration across APAC time zones and on occasion across the globe
Preferred Qualifications
PMP certification or equivalent project management credential
Experience with IFM or multi-service facilities management contracts
Familiarity with APAC business culture and regional operational considerations
Background in change management or process improvement methodologies
