On behalf of one of its clients in the engineering and equipment manufacturing industry, The French Chamber of Commerce in Singapore is recruiting a Human Resources & Talent Acquisition professional to support the growth and development of our Singapore operations.

The successful candidate will play a key role in attracting, recruiting, developing, and retaining talent across technical, engineering, project management, maintenance, sales, and support functions. In addition to talent acquisition responsibilities, the role will support the development of HR processes, employee engagement initiatives, workforce planning, and human resource management activities.

This position offers the opportunity to contribute directly to the development of the Company’s Singapore operations and help build a strong and capable team. The scope and level of responsibility may be adjusted based on the candidate’s experience, capabilities, and organizational needs. For the right candidate, the role may evolve into a broader HR leadership position as the Company continues to grow.

Key Responsibilities

Talent Acquisition & Recruitment

• Manage the full recruitment lifecycle, including manpower planning, job postings, candidate sourcing, screening, interview coordination, offer preparation, and onboarding.

• Partner closely with hiring managers to understand workforce requirements and recruitment priorities.

• Source candidates through job portals, LinkedIn, recruitment agencies, employee referrals, networking, and other recruitment channels.

• Screen and assess candidates to identify suitable talent for technical, operational, commercial, and management positions.

• Coordinate and support interviews with hiring managers and management teams.

• Build and maintain talent pipelines for critical positions across engineering, project management, maintenance, sales, finance, administration, and leadership functions.

• Manage relationships with recruitment agencies and external recruitment partners.

• Support employer branding initiatives and recruitment campaigns to strengthen the Company’s visibility and attractiveness as an employer.

Human Resources Management

• Support onboarding, employee orientation, and integration activities.

• Maintain employee records, HR documentation, and personnel files.

• Support employment contract administration, probation reviews, employee confirmations, and employee lifecycle processes.

• Assist in the development, implementation, and continuous improvement of HR policies, procedures, and best practices.

• Support employee engagement initiatives, staff communication activities, and company events.

• Assist with performance management, training coordination, and employee development activities.

• Support work pass administration, employment compliance matters, and coordination with relevant government authorities where required.

• Ensure HR processes comply with Singapore employment regulations and company requirements.

Workforce Planning & Organizational Development

• Support workforce planning activities and organizational growth initiatives.

• Work closely with management to identify talent gaps and future staffing requirements.

• Assist in developing recruitment strategies to support business growth and operational needs.

• Provide recommendations on talent attraction, retention, employee engagement, and employee development initiatives.

• Support succession planning and organizational capability development where required.

Reporting & Administration

• Maintain recruitment trackers, HR databases, and employee records.

• Prepare recruitment reports, manpower statistics, and HR metrics for management review.

• Monitor recruitment performance and hiring effectiveness.

• Support HR budgeting and manpower planning activities where required.

• Assist with other HR and administrative responsibilities as assigned.

Requirements

• Degree or Diploma in Human Resources, Business Administration, Psychology, Management, or a related discipline.

• Minimum 5 years of experience in talent acquisition, recruitment, human resources, or a related field.

• Experience recruiting technical, engineering, project management, maintenance, sales, operations, or professional positions will be highly advantageous.

• Experience recruiting for lift, escalator, passenger conveyor, engineering, maintenance, infrastructure, transportation, or technical service-related positions will be highly advantageous.

• Experience supporting HR functions within engineering, infrastructure, construction, transportation, manufacturing, building services, vertical transportation, or related industries will be advantageous.

• Familiarity with Singapore employment regulations, MOM requirements, work pass processes, and HR best practices will be advantageous.

• Experience working with recruitment agencies, LinkedIn Recruiter, and major recruitment platforms will be advantageous.

• Strong interpersonal, communication, stakeholder management, and relationship-building skills.

• Strong interviewing, candidate assessment, and talent identification capabilities.

• Highly organized with strong attention to detail and the ability to manage multiple recruitment assignments simultaneously.

• Proficiency in Microsoft Office applications including Excel, Word, and PowerPoint.

• Self-motivated, proactive, and capable of working independently in a fast-paced environment.

Candidates with existing eligibility to work in Singapore will be given priority.
