Procurement & Commercial Manager

Responsibilities
- Plan, lead and manage the overall procurement function, aligning procurement strategy and sourcing plans with project requirements and company objectives
- Manage the day-to-day operations of the procurement department, including sourcing, supplier evaluation and selection, purchase order management, materials and equipment planning, budgeting and cost control
- Develop, implement and enforce procurement policies, procedures and standards to ensure consistency, transparency and compliance
- Monitor procurement progress and performance against project schedules and budgets, ensuring timely delivery of materials and equipment to site
- Take prompt action to address supply delays, material shortages, price fluctuations or emergencies that may impact site progress
- Liaise with project teams, commercial/QS, consultants, subcontractors, suppliers and relevant authorities to resolve procurement and supply issues
- Manage supplier relationships, conduct supplier performance evaluations and maintain an approved vendor list
- Lead, guide and develop the procurement team to build a capable and high-performing department
Requirements
- Minimum Bachelor's Degree in Supply Chain Management, Engineering Management or its equivalent from recognised universities.
- Minimum 15 years' procurement & commercial experience, with relevant managerial/leadership experience, preferably in the construction industry
- Strong knowledge of construction materials, market trends and supplier networks
- Familiar with procurement systems/ERP and relevant procurement compliance requirements
- Able to communicate and write fluently in both English and Chinese to prepare procurement analysis and supervision reports for Beijing HQ
