Technical Delivery Lead

We are a Singapore-based technology company focused on industrialIoT, cloud applications, AI-enabled solutions, enterprise software platforms,automation systems, and smart infrastructure technologies across SoutheastAsia.

As part of our regional expansion plans, we are establishing anOffshore Development Centre (ODC) in Vietnam and/or Malaysia to supportsoftware engineering, cloud platform development, industrial integrations,enterprise dashboard systems, analytics platforms, and future AI-driventechnology initiatives.

The ODC serves as the offshore engineering execution centresupporting the Singapore headquarters in delivering scalable andproduction-grade technology solutions for commercial, industrial, healthcare,infrastructure, and smart facility applications.

We are seeking a highly capable and hands-on Technical Delivery Leadto drive the technical architecture, engineering governance, and deliveryexecution of our software and IoT platform initiatives.

Thisrole serves as the key technical bridge between business stakeholders, theSingapore management team, and the Offshore Development Centre (ODC) based inVietnam and/or Malaysia.

TheTechnical Delivery Lead will be responsible for leading and managing the ODC,ensuring that offshore engineering teams deliver high-quality, scalable, andproduction-ready solutions aligned with business requirements, architecturalstandards, and project timelines.

Theideal candidate combines strong technical architecture capability, practicalengineering experience, delivery leadership, and quality governance, with theability to lead distributed engineering teams across the full projectlifecycle.

SolutionArchitecture & Technical Design

· Lead overall solutionarchitecture and technical design for software and IoT platform projects

· Define system architecture,technical stack, integration standards, and deployment strategies

· Ensure architecture supportsscalability, reliability, security, and maintainability

· Review and approve technicaldesign decisions across backend, frontend, cloud, and integration layers

· Support architecture planningfor real-time monitoring, telemetry, analytics, and enterprise dashboardsystems

Technical DeliveryGovernance

· Oversee end-to-end technicaldelivery across the project lifecycle

· Translate business requirementsinto technical implementation plans and engineering deliverables

· Ensure engineering outputaligns with project milestones, timelines, and technical expectations

· Track technical progress andproactively identify risks, blockers, or dependencies

· Escalate critical technicalissues and propose mitigation strategies

OffshoreDevelopment Centre (ODC) Leadership & Management

· Lead, manage, and providetechnical direction to the Offshore Development Centre (ODC) located in Vietnamand/or Malaysia

· Oversee offshore engineeringcapacity planning, workload allocation, and resource prioritization

· Ensure offshore teamsconsistently deliver high-quality engineering output

· Establish engineeringprocesses, governance, and delivery standards for the ODC

· Drive engineering excellence,accountability, and continuous capability development

· Mentor engineering leads andtechnical team members

· Support hiring, onboarding, andtechnical evaluation of offshore engineering resources

Code & EngineeringGovernance

· Govern source code managementand development workflow practices

· Review code quality, technicalimplementation, and adherence to engineering standards

· Ensure proper Git branching,merge, release, and version control processes

· Promote engineering bestpractices, maintainability, and documentation discipline

· Support CI/CD and releasegovernance processes

QA, Testing & ReleaseManagement

· Define QA strategy, testingapproach, and release readiness criteria

· Review test plans, UATworkflows, and defect management processes

· Support bug triaging andtechnical issue resolution

· Ensure system quality,performance, and stability before production deployment

· Approve production releasereadiness and go-live technical signoff

Stakeholder Coordination

· Collaborate closely withProgramme Director, Business Analyst, and business stakeholders

· Participate in technicalworkshops, design discussions, and delivery reviews

· Communicate technicaldecisions, trade-offs, and project risks clearly to technical and non-technicalstakeholders

· Support technicaldocumentation, handover, and knowledge transfer

· Degree in Computer Science,Software Engineering, Information Technology, or related discipline

· Minimum 6 years of softwareengineering experience

· Minimum 2–3 years in technicalleadership, architecture, or delivery management roles

· Strong experience in solutionarchitecture and enterprise application design

· Experience managing offshore ordistributed software engineering teams

· Strong understanding ofsoftware development lifecycle and Agile delivery methodologies

· Experience with technicalgovernance, release management, and QA processes

· Strong analytical,communication, and stakeholder management skills

· Comfortable leadingcross-border teams in Vietnam and/or Malaysia

· Backend development (Node.js,Python, Java, or equivalent)

· REST APIs and systemintegrations

· PostgreSQL / SQL databasedesign

· Cloud deployment (AWS / Azure)

· Docker / CI/CD / DevOpsfundamentals

· Frontend framework familiarity(Vue.js, React, or equivalent)

· Source code management and Gitworkflows

· Real-time data systems andmonitoring dashboards

· Industrial IoT platforms

· Edge computing and telemetrysystems

· IoT device integrations

· MQTT / Modbus / OPC-UA /LoRaWAN

· Smart building or industrialmonitoring systems

The Technical Delivery Lead will report directly to the ProgrammeDirector and work closely with the Business Analyst while holding overalltechnical leadership and delivery governance responsibility for the OffshoreDevelopment Centre.
