Business Analyst & Scrum Master (Singaporean Only)

Key Responsibilities
Support large, complex, and high-pressure government IT systems.
Responsible for business analysis, requirements governance, stakeholder management, and end-to-end solution alignment (80%) and Scrum Master duties to ensure structured Agile execution (20%)
Lead requirement gathering sessions with business users, government officers, and vendors
Translate business needs into clear functional and non-functional requirements
Produce high-quality artifacts (BRD, FRD, user stories, process flows, data mappings, interface specs)
Ensure requirements traceability from business needs to implementation and testing
Manage requirement changes within governance and change control processes
Engage senior and demanding stakeholders confidently and professionally
Facilitate requirement workshops and resolve conflicting priorities
Act as the bridge between business users, technical teams, system integrators, and project management
Work closely with architects, developers, and integration teams to validate feasibility
Facilitate key Scrum ceremonies (Sprint Planning, Daily Stand-ups, Reviews, Retrospectives)
Requirements
Minimum 5-8 years of overall IT delivery experience
Minimum 3+ years of Business Analyst experience in large-scale IT systems
Minimum 2 years exposure to Agile / Scrum environments
Strong understanding of both Agile and traditional SDLC (Waterfall / Hybrid)
Proven experience handling complex system integrations and multi-vendor environments
Experience in Singapore Government / Public Sector IT projects
Experience in mission-critical or 24/7 systems
Hands-on experience with Agile tools (Jira, Confluence, Azure DevOps, or equivalent)
Experience supporting SIT/UAT and production rollout activities
