The Heritage Business Foundation (HBF) is a non-profit organisation that supports, promotes, and sustains Singapore’s heritage establishments. We work closely with traditional businesses, community partners, and public agencies to ensure that the stories, crafts, and enterprises of earlier generations continue to thrive in a modern economy.
The Role
We are seeking a creative and commercially aware Programmes Manager to design and deliver programmes that connect heritage businesses with the wider public.
This role is responsible for conceptualising engagement initiatives such as workshops, events, and fundraisers, as well as securing platforms and partnerships through which these programmes can be delivered. You will play a key role in shaping how the public experiences and interacts with Singapore’s living heritage, while also developing sustainable and revenue-generating programmes for the Foundation and the heritage trades we support.
You will be working closely with a small executive team, and will be reporting to the Executive Director. You will be given regular guidance, and will have the opportunity to contribute in a collaborative environment. Some flexibility in work arrangements will be accorded, as you will often be on-site developing or running programmes across Singapore.
Key Responsibilities
Programme Development
Conceptualise, design, and implement outreach programmes featuring heritage businesses, such as workshops, talks, tours, etc
Work with business owners to translate their crafts, stories, and practices into accessible and engaging public-facing formats
Ensure programmes are aligned with the Foundation’s mission and maintain high educational and cultural value
Partnerships & Outreach
Identify and pursue collaboration opportunities with festivals, cultural institutions, community organisations, and educational bodies (e.g. heritage festivals, cultural societies, schools)
Represent the Foundation in discussions with partners to secure programme slots, venues, and co-development opportunities
Build and maintain a pipeline of outreach opportunities throughout the year
Programme Operations & Delivery
Oversee end-to-end execution of programmes, including planning, logistics, coordination with businesses, and on-site delivery where required
Monitor programme attendance, participant feedback, and overall impact to inform future improvements
Maintain accurate and up-to-date documentation of event execution, including proposals, budgets, invoices, receipts, etc
Revenue & Sustainability
Explore and develop revenue-generating models for programmes, such as paid workshops, sponsored events, and commissioned educational content
Work with the leadership team to balance mission-driven outreach with financial sustainability
Track expenditure closely and in detail to ensure responsible financial management
Ideal Candidate Profile
Experience in programme management, events, community engagement, or cultural programming
Experience in publicity and marketing pertaining to arts, culture, and heritage events and programmes
Strong organisational and project management skills, with the ability to handle multiple workstreams simultaneously
Comfortable with both creative ideation and operational execution
Proactive and resourceful in identifying funding and collaboration opportunities, cultivating partnerships, and drafting effective proposals to secure support
Capable of managing reporting obligations towards funders, partners, and other supporters, to maintain stakeholder confidence and continued relationships
Self-motivated, resourceful, and comfortable taking initiative and ownership in a lean nonprofit organisation
An interest in heritage, culture, education, and/or the creative sector is a plus
Aptitude in languages and dialects commonly used in Singapore is a plus
Deep networks in the arts, culture, heritage, philanthropy sectors are a plus
