Payroll Senior Executive – Payroll Processing & Compliance

Reports To: Project Manager

Employment: Full-time employee of VionData Partners – deployed on-site atClient

Contract Assignment: Up to 4 years (2-year firm + 2-year option).

Role Overview

The Payroll Senior Executive leads payroll processing, statutory submissions, GL reconciliation, and tax compliance for Client.

Key Responsibilities

Payroll Processing:

  • Execute main and supplementary payroll runs (2 per month)

  • Ensure payroll changes are effected in next immediate run

  • Verify missing/erroneous mandatory records

  • Perform pre-payroll validation checks (CPF shortfall for leavers)

  • Consolidate inputs for payment/deduction to staff

  • Publish bank files upon payroll confirmation

  • Generate payslip interface back into Workday

Statutory Compliance:

  • Verify and publish system-generated files for CPF and MSO contributions

  • Compute CPF/MSO refund/shortfall cases

  • Submit CPF via CPF portal/website

  • Handle tax submissions: IR8A, IR8S, and manual submissions

Reconciliation:

  • Reconcile payroll debit/credit entries against Excelity GL report

  • Trigger GL interface back into Workday

Audit & Reporting:

  • Attend to auditor queries during yearly audit exercise

  • Process MSO unused balances (yearly)

  • Prepare manual tax forms for Board Members fees

Annual Workload:

  • Payroll runs: 36+ per year

  • GL reconciliation: 12 reports per year

  • CPF/MSO submissions: 36+ per year

  • Tax submissions: Annual filing + ad-hoc IR21

Requirements

Experience:

  • Minimum 2 year of relevant experience in Payroll and Claims

  • Singapore public sector experience required

  • Familiarity with both Workday and Excelity is mandatory

  • Experience with other payroll systems (e.g., Times HR, SAP Payroll) is an advantage

Qualifications:

  • Diploma or Degree in Finance, Accounting, HR, or related field

  • Certification in payroll (e.g., IHRP Payroll certification) preferred

Skills:

  • Strong understanding of local payroll regulations (CPF, IRAS)

  • Proficiency in Excelity and Workday

  • Advanced Excel skills (vlookup, pivot tables)

  • Meticulous with 100% accuracy requirement

  • Strong analytical and reconciliation abilities

  • Ability to work within tight timelines

Other Requirements:

  • Available for on-site work atClient premises

  • Flexible for overtime during peak periods.

Compensation Package - Monthly Basic Salary

Amount (SGD) $4,800 – $8800
