Position SummaryThe EHS Coordinator & Compliance Executive is responsible for supporting the EHS Manager in the planning, coordination, implementation, monitoring, and continuous improvement of Environment, Health & Safety (EHS) programs across the site. The role serves as the focal point for EHS administration, compliance monitoring, audit preparation, site inspections, contractor safety management, training coordination, incident tracking, environmental reporting, and EHS management system support.
The incumbent shall ensure compliance with Singapore Workplace Safety & Health (WSH) regulations, environmental regulations, Agilent corporate standards, JLL EHS requirements, ISO management systems, and site-specific operational requirements. The role will also be responsible for conducting routine site inspections, internal compliance audits, documentation reviews, and generating reports to drive continuous improvement of site EHS performance.
Key Responsibilities1. EHS Documentation & Administrative SupportMaintain and update all EHS records, databases, trackers, SharePoint repositories, and documentation systems.
Manage document control processes for: Risk Assessments (RA)Safe Work Procedures (SWP)Method Statements (MOS)Permit-to-Work (PTW) documentationEmergency Response PlansInspection ChecklistsEHS Procedures and Policies
Ensure proper filing, retention, version control, and archival of EHS documents.
Coordinate maintenance of statutory records, licenses, certificates, permits, and inspection reports.
Maintain EHS dashboards, trackers, and management reports.
2. Training & Competency ManagementCoordinate EHS training schedules and annual training plans.
Maintain employee and contractor training matrices.
Track training validity and certification expiry dates.
Coordinate mandatory EHS training including: New Employee OrientationContractor Safety InductionFire Safety TrainingEmergency Response TrainingWork-at-Height AwarenessChemical Safety Training
Generate training compliance reports and follow up on overdue training requirements.
Maintain training records and attendance documentation.
3. Incident Management & Corrective Action TrackingCoordinate incident, accident, near miss, unsafe act, and unsafe condition reporting.
Maintain incident registers and investigation records.
Track corrective and preventive actions (CAPA) arising from: IncidentsAuditsInspectionsRisk AssessmentsRegulatory findings
Follow up with action owners to ensure timely closure.
Generate incident trend analysis and monthly reporting.
Maintain supporting evidence and documentation for investigations.
4. Audit Preparation & EHS Management System SupportCoordinate preparation for internal and external EHS audits.
Support audits relating to: ISO 14001ISO 45001bizSAFECustomer AuditsCorporate EHS AuditsRegulatory Inspections
Coordinate collection and organization of audit evidence.
Maintain audit schedules and audit readiness trackers.
Track audit findings and ensure corrective actions are completed within agreed timelines.

5. Internal Documentation Audit & Compliance VerificationConduct routine internal documentation audits for both JLL and Agilent EHS requirements.

Conduct random audits on EHS documentation and records.
Identify compliance gaps and improvement opportunities.
Prepare audit findings reports and corrective action recommendations.
Maintain compliance tracking registers and audit records.
6. Site Inspection & Safety WalksConduct routine workplace safety inspections and environmental inspections.
Perform weekly and monthly site inspections covering: Production AreasLaboratoriesOfficesWarehousesUtility AreasPlant RoomsRoof AreasContractor Work Sites
Carry out random compliance checks on: HousekeepingFire Safety EquipmentEmergency ExitsChemical Storage AreasWaste Storage AreasElectrical SafetyPPE CompliancePermit-to-Work Activities
Generate detailed inspection reports with photographs and findings.
Monitor and follow up closure of inspection findings.
Support safety walkabouts conducted by management and corporate teams.
7. Contractor & Vendor Safety ManagementCoordinate contractor safety onboarding and induction programs.
Review contractor submissions including: Risk AssessmentsMethod StatementsWork PermitsInsurance DocumentsTraining RecordsCompetency CertificatesLicenses
Monitor contractor compliance with site EHS requirements.
Conduct random audits and spot checks on contractor works.
Maintain contractor compliance databases and trackers.
Support contractor performance reviews and evaluations.
8. Permit-to-Work (PTW) AdministrationSupport administration and compliance monitoring of Permit-to-Work activities.
Verify supporting documents prior to permit issuance.
Coordinate and monitor permits for: Hot WorksWork at HeightConfined Space EntryElectrical WorksLifting OperationsExcavation WorksHazardous Works
Conduct permit compliance inspections and spot checks.
Maintain permit records and permit registers.
9. Regulatory Compliance SupportMaintain legal compliance registers and regulatory tracking systems.
Monitor regulatory reporting deadlines and statutory submission requirements.
Track renewal of: LicensesPermitsCertificationsCompetency Requirements
Support regulatory inspections and authority visits.
Maintain environmental monitoring records and occupational hygiene reports.
Support implementation of new regulatory requirements.
10. Environmental & Sustainability ManagementCoordinate collection and consolidation of environmental performance data.
Maintain records and reporting for: Electricity ConsumptionWater ConsumptionWaste DisposalRecycling ActivitiesCarbon EmissionsEnvironmental Monitoring Programs
Track environmental KPIs and sustainability initiatives.
Coordinate monthly environmental reporting submissions.
Maintain supporting records from vendors and internal stakeholders.
Support sustainability projects and environmental compliance programs.
11. Emergency Preparedness & Business ContinuityCoordinate emergency drills and evacuation exercises.
Support emergency response planning and preparedness programs.
Maintain emergency response records and drill reports.
Track corrective actions arising from emergency exercises.
Assist in emergency equipment inspections and readiness checks.
Support business continuity and crisis management activities as assigned.
12. EHS Committee & Employee Engagement ProgramsCoordinate EHS committee meetings.
Prepare meeting agendas, attendance records, and minutes.
Track closure of committee action items.
Support EHS awareness campaigns and engagement activities.

Ensure risk assessments remain current and effective.
Verify implementation of control measures during inspections.

QualificationsEducationDiploma or Degree in Environmental, Health & Safety, Occupational Safety & Health, Engineering, Environmental Science, or related discipline.
ExperienceMinimum 1–3 years of relevant experience in EHS coordination, compliance, auditing, or safety administration.
Experience in manufacturing, pharmaceutical, laboratory, industrial, or corporate facilities environment preferred.
Technical KnowledgeFamiliarity with Singapore Workplace Safety & Health (WSH) regulations.
Familiarity with Environmental Protection and Management Act (EPMA).
Familiarity with Fire Safety Act and related regulations.
Understanding of: ISO 14001 Environmental Management SystemISO 45001 Occupational Health & Safety Management SystembizSAFE RequirementsContractor Safety ManagementPermit-to-Work SystemsIncident Investigation Processes
