Job Summary

Lead business development and project coordination in Timor-Leste and regional markets, driving strategic partnerships and managing commercial negotiations to support company growth and regional expansion.

Responsibilities

  • Lead business development initiatives in Timor-Leste and regional markets to achieve company growth targets
  • Build and sustain effective relationships with government agencies, developers, consultants, and contractors in Timor-Leste to secure project opportunities
  • Identify and assess new construction and infrastructure projects to expand the company’s portfolio
  • Prepare detailed project proposals and tenders, and conduct commercial negotiations to secure contracts
  • Coordinate communication and project execution between Singapore headquarters and overseas teams to ensure alignment and timely delivery
  • Conduct regular business visits and commit to long-term deployment in Timor-Leste to manage projects and stakeholder relations effectively
  • Develop strategic partnerships that align with and support the company’s regional expansion goals
  • Prepare comprehensive business development reports and market analyses for senior management to guide strategic decisions

Required competencies and certifications

  • Degree or Postgraduate Diploma in Business or Construction Management
  • Minimum 10 years’ experience in business development within the construction industry
  • Willingness to be stationed in Timor-Leste for extended periods
  • Fluency in English

Preferred competencies and qualifications

  • Experience working in overseas markets
  • Experience in Timor-Leste or other developing markets
  • Strong commercial negotiation and stakeholder management skills
  • Chinese language skills (advantageous for regional communication but not mandatory; supports regional engagement)

Other Information

  • Location: Singapore (Head Office) with long-term assignment in Timor-Leste
  • Salary: SGD 6,000–12,000 per month
