Job Summary
Lead the HSSE function for Project Development Services in Singapore, driving safety culture, compliance, risk management, and continuous improvement to support successful project delivery and business growth.
Responsibilities
- Implement the PDS SEA HSSE strategy within the Singapore PDS team, ensuring alignment with regional and senior management directives
- Influence senior leadership and employees to foster a safe work culture in compliance with JLL Global HSE and Sustainability Policies
- Promote HSSE engagement through training, inspections, audits, mentorship, and advisory services that add value to PDS operations
- Manage and maintain the HSSE elements of the PDS Integrated Management System (IMS), ensuring compliance via inspection and audit programs
- Drive IMS certification programs to achieve and maintain ISO standards across SEA, supporting the SEA ISO 5-year plan and service expansion
- Monitor regulatory compliance and proactively identify HSSE trends and legislative changes to enable continuous improvement
- Lead development and enforcement of processes in HSSE Management, Risk Management, Contractor Management, and Incident Management
- Oversee the PDS HSSE risk profile and associated risk management systems to mitigate operational risks
- Supervise the CMO Incident Management system and coordinate incident investigations to ensure timely resolution
- Develop systematic reporting frameworks to advise senior leadership on HSSE performance metrics and objectives
- Identify, develop, and facilitate delivery of HSSE training programs to enhance team capabilities
- Maintain industry contacts and stay updated on construction and HSSE legislation, best practices, and methodologies
- Oversee HSSE content management on internal and external websites to ensure accuracy and relevance
- Contribute HSSE expertise to RFPs and proposals to support business development
- Manage in-country HSSE professionals in Singapore, providing leadership and guidance in all HSSE matters
- Promote pathways for HSSE industry recognition and awards to enhance organizational reputation
Project Leadership
- Establish and implement effective project organization structures for reporting, communication, and procedures
- Lead project teams including consultants, contractors, and suppliers to optimize performance and deliver successful projects
- Act proactively to represent client interests from project inception to completion
- Build and maintain positive client relationships to support project success
- Ensure accurate and timely reporting on HSSE issues throughout project lifecycle
- Implement quality control systems and lead risk identification, mitigation, and reporting on projects
- Utilize JLL technology platforms such as AdaptiveWork, Jaggaer, DoneSafe, and Project Toolkit to enhance project management
Business Outcomes
- Manage and continuously improve HSSE performance to support Project Development Services delivery in Singapore
- Assist in preparing Expressions of Interest (EOIs) and pricing submissions to secure new business
- Develop quality templates for use across projects via Project Toolkit
- Support external industry award nominations to promote the business within the HSSE sector

Required competencies and certifications
- Relevant tertiary qualifications in HSSE or equivalent
- Leadership Management Course or equivalent
- Experience with ISO45001, ISO9001, and ISO14001 certification programs
- Training in Incident Investigation
- Extensive HSE leadership and management experience in construction, industrial, or design-related commercial environments
- Minimum 5 years in senior roles involving influence and strategy development
- Demonstrated experience in Crisis Emergency Management and Incident Management
- Experience in Worker’s Compensation and return-to-work coordination
- Commitment to HSSE principles and ethical practice
Preferred competencies and qualifications
- Postgraduate qualification in HSSE
- Relevant tertiary qualifications in Environment
- Qualification as a Lead Auditor
