Project Manager (Civil Engineering / Infrastructure)

Position Overview

We are seeking a results-driven and experienced Project Manager to oversee and deliver civil engineering and infrastructure projects. The successful candidate will be responsible for managing the full project lifecycle, from planning and coordination through execution and completion, ensuring projects are delivered on time, within budget, and in compliance with regulatory and safety requirements in Singapore.

Key Responsibilities

Project Planning & Execution

  • Lead and manage civil engineering and infrastructure projects from initiation to completion.
  • Develop project work schedules, method statements, and resource planning.
  • Monitor project progress and implement corrective measures where required.
  • Ensure timely submission of shop drawings, method statements, risk assessments, and progress reports.

Site & Construction Management

  • Supervise site operations and coordinate with site engineers, supervisors, and subcontractors.
  • Ensure compliance with approved drawings, specifications, and authority requirements.
  • Oversee construction activities including structural, drainage, sewerage, utility, and associated civil works.
  • Conduct regular site inspections to ensure quality and safety standards are maintained.

Contract & Commercial Management

  • Review contracts, technical specifications, and tender documents.
  • Manage project budgets, cost control, and variation claims.
  • Evaluate subcontractor claims and certify work progress payments.
  • Liaise with clients, consultants, and authorities on contractual matters.

Stakeholder Coordination

  • Act as the main point of contact between client, consultants, subcontractors, and internal teams.
  • Attend site meetings, progress meetings, and coordination meetings.
  • Ensure smooth communication and timely resolution of technical and operational issues.

Quality, Safety & Compliance

  • Ensure compliance with Workplace Safety and Health (WSH) regulations.
  • Implement and enforce quality control procedures.
  • Maintain proper documentation and project records.
  • Ensure all works comply with local regulatory authorities and statutory requirements.

Requirements

  • Bachelor’s Degree in Civil Engineering or related discipline. Preferably approved by PE Board
  • Minimum 8–10 years of relevant experience in civil/infrastructure projects.
  • Proven experience managing large-scale infrastructure, sewerage, drainage, or utility projects.
  • Strong knowledge of Singapore construction regulations and authority submission processes.
  • Experience in managing project teams and subcontractors.
  • Strong leadership, communication, and problem-solving skills.
  • Proficient in MS Project, AutoCAD, and Microsoft Office applications.
  • Ability to manage multiple stakeholders and work under tight project timelines.

Preferred Attributes

  • Experience in airport, sewerage, tunneling, or large infrastructure projects.
  • Familiarity with PUB, LTA, BCA, and other authority requirements.
  • Strong cost control and contract administration experience.
  • Demonstrated ability to deliver projects with high safety and quality standards.
