For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced Commissioning Manager to serve as a Client Representative in this role.
The Role: Commissioning Team Leadership
As the Commissioning Manager, you will act strictly in the client's interest, leading the commissioning discipline team — Mechanical, Drilling Control, Subsea, Electrical, and Instrument Engineers — within the PMT. Your mission is to ensure all systems are safely energized, function-tested, and verified fit for purpose, so the asset is handed over complete, compliant, and ready for operation — on time and within budget. You will report to the Project Director and work closely with the Engineering Manager, Construction Manager, and Asset Readiness Lead to sequence commissioning against construction completion and readiness milestones.
1. Commissioning Team Leadership & Planning
- Lead and manage the commissioning team across Mechanical, Drilling Control, Subsea, Electrical, and Instrument disciplines.
- Develop and maintain the master commissioning plan and system-by-system commissioning sequence, aligned with construction completion and the Asset Readiness Lead's tracking.
- Define system boundaries and interfaces, ensuring commissioning scope is clearly bounded and coordinated across disciplines.
- Guide discipline commissioning engineers in technical discussions with Basic Designers, Classification Societies, and vendor specialists on commissioning procedures and system acceptance criteria.
2. Commissioning Execution & Quality
- Oversee Factory Acceptance Testing (FAT), pre-commissioning, and commissioning activities across all systems, ensuring procedures are followed and results verified.
- Review and approve commissioning procedures, function test records, and system walk-down checklists ahead of execution.
- Drive resolution of commissioning punch items and system deficiencies, coordinating with the Construction Manager and Engineering Manager where root causes trace back to fabrication or design.
- Uphold a zero-incident safety culture during energization, function testing, and live system commissioning activities.
3. Handover & Readiness
- Ensure Mechanical Completion (MC) and System Completion certificates are properly closed out ahead of each system's handover to commissioning, and each system's certificate closed out ahead of operational handover.
- Coordinate with the Asset Readiness Lead to confirm commissioning inputs to final delivery documentation, including system test records and O&M handover packages.
- Provide final commissioning sign-off recommendations to the Project Director ahead of vessel handover.
Requirements & Qualifications
- Bachelor's degree in Mechanical, Electrical, Marine, or a related Engineering discipline.
- Minimum 12–15 years of experience in offshore/marine commissioning, with at least 5 years in a Commissioning Manager or senior commissioning leadership role.
- Direct experience commissioning jack-up rig systems through newbuild or reactivation projects, ideally in a Singapore shipyard.
- Strong working knowledge of system completion/commissioning management processes and punch-list closeout systems.
- Proficiency with Primavera P6 or equivalent for commissioning schedule interface.
- Exceptional leadership and cross-functional coordination skills across a multidisciplinary commissioning team.
