For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced Document Controller to serve as a Client Representative in this role.

The Role: Document Control Ownership

As the Document Controller, you will act strictly in the client's interest, owning the project's document control system end-to-end. Your mission is to ensure every engineering drawing, report, transmittal, and Technical Query is correctly numbered, revision-controlled, filed, and retrievable — supporting the Project Manager, Engineering Manager, Construction Manager, and Commissioning Manager in delivering the asset on time and within budget. The Project Secretary may assist you from time to time with coordination tasks, but document control ownership sits with you.

1. Document Control System Ownership

  • Own and maintain the project's document control system, ensuring accurate revision control, filing, and retrieval of engineering drawings, reports, and correspondence.
  • Maintain the project's Master Document Register (MDR), ensuring document numbering conventions are followed by all disciplines and contractors.
  • Administer the document management platform (e.g., Aconex, SharePoint), managing user access, folder structures, and workflow configuration.

2. Transmittals & Correspondence Management

  • Manage incoming/outgoing transmittals and correspondence between Peak Ocean, the Client, the end client (rig owner), and contractors.
  • Maintain the Technical Query (TQ) log, tracking issuance, response, and closeout status, and escalating overdue items.
  • Ensure controlled distribution of the latest approved drawing/document revisions to all relevant disciplines and site teams, and withdrawal of superseded versions.

3. Compliance, Handover & Reporting

  • Support the Asset Readiness Lead in compiling the final delivery document package (as-built registers, certification packages, O&M manuals, spares lists) ahead of vessel handover.
  • Conduct periodic document control audits, ensuring document status accuracy across all disciplines.
  • Prepare document control status reports for the Project Manager and Project Director.

Requirements & Qualifications

  • Diploma or Bachelor's degree in Business Administration, Information Management, Engineering, or a related field.
  • Minimum 5–8 years of document control experience within engineering, construction, or offshore/marine projects, ideally on rig construction or reactivation campaigns.
  • Proficiency in document management systems (e.g., Aconex, SharePoint) and MS Office Suite.
  • Strong understanding of engineering document numbering conventions, revision control, and transmittal processes.
  • Excellent written and verbal communication skills.
  • Highly organized, meticulous, and disciplined in maintaining document accuracy under tight deadlines.
