For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced POG Technical Director to serve as a Client Representative in this role.

The Role: Final Technical Authority

As the POG Technical Director, you will act strictly in the client's interest, serving as the final technical authority and arbiter on complex, cross-discipline engineering matters for the drilling rig construction/reactivation campaign. You will work alongside the Project Director and Engineering Manager, providing independent technical assurance that protects the integrity, safety, and long-term reliability of the asset — delivered on time and within budget.

1. Technical Leadership & Assurance

  • Serve as the final technical authority, resolving cross-discipline engineering conflicts across structural, mechanical, piping, E&I, drilling, naval architecture, and subsea disciplines.
  • Provide independent technical review and sign-off on critical engineering deliverables, FEA reports, and stability/stress analyses.
  • Mentor the Engineering Manager and Lead Engineers across disciplines, building technical capability within the PMT.

2. Technical Interface & Discussion Leadership

  • Guide and lead technical discussions with Basic Designers, ensuring design intent, engineering philosophy, and critical design assumptions are correctly carried through into detailed and production engineering.
  • Represent the PMT in technical discussions with Classification Societies (ABS/DNV), resolving complex compliance queries and steering the approach to non-standard approval cases.
  • Lead technical dialogue with vendor specialists on complex or proprietary equipment matters, ensuring vendor recommendations are independently challenged and validated before adoption.
  • Act as the escalation point when discipline engineers require senior technical backing in discussions with designers, Class, or vendors.

3. Standards, Compliance & Risk

Ensure engineering designs comply with Class rules (ABS/DNV), API, ASME, and applicable

  • IMO/MODU Code requirements.
  • Lead technical risk assessments for major modifications, novel engineering solutions, or non-standard repairs identified during construction/reactivation.
  • Own the Technical Query (TQ) escalation process for unresolved cross-discipline issues.

4. Innovation & Continuous Improvement

  • Drive lessons-learned and technical best-practice initiatives across the PMT.
  • Evaluate emerging inspection and engineering technologies (e.g., digital twin, advanced NDT) for project applicability.

Requirements & Qualifications

  • Master's degree in a relevant Engineering discipline (Mechanical, Structural, Marine, or Naval Architecture).
  • Minimum 15+ years of engineering experience in offshore/marine industries, with 5+ years in a Technical Director or Chief Engineer capacity.
  • Professional Engineer ( PE) registration highly advantageous.
  • Deep, cross-disciplinary technical mastery of drilling rig systems and Class/API/IMO standards.
  • Proven experience leading technical discussions directly with basic design houses, classification societies, and equipment vendors.
  • Strong track record resolving complex, high-stakes engineering disputes on construction or reactivation projects.
