For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced and assertive Project Manager to act as our Client Representative, safeguarding the client's interests throughout the shipyard construction/reactivation campaign.
The Role: Client Representative PMT
As the Project Manager, you will act strictly in the client's interest, ensuring the contractor executes the construction/reactivation scope of work safely, on schedule, and within budget, and in strict compliance with local Singaporean regulations and international standards. You will report to the Project Director and provide day-to-day direction to the Engineering Manager, Construction Manager, Commissioning Manager, and Document Controller in delivering the asset to handover.
1. Contractor & Stakeholder Management
- Act as the primary focal point and liaison between the Client's corporate management, the Main Contractor/shipyard, and third-party consultants.
- Serve as a key interface with the end client (the rig owner), ensuring their technical and commercial expectations are represented and satisfied throughout the project.
- Enforce contractual terms and conditions, managing variations, claims, and dispute resolutions diligently.
- Monitor contractor progress against the approved baseline schedule and implement mitigation strategies for any delays.
2. Schedule & Budget Control
- Hold overall accountability for delivering the project on time and within budget, proactively identifying schedule slippage or cost pressure and driving timely corrective action.
- Track and manage project expenditures against the approved budget, escalating variances to the Project Director.
- Verify and sign off on contractor progress billings, invoices, and milestone payments.
3. Execution, Quality & Safety Oversight
- Oversee engineering, fabrication, installation, and pre-commissioning progress across all disciplines
- to ensure technical integrity.
- Review and approve contractor deliverables, including progress reports, method statements, and Risk Assessments / Method Statements (RAMS).
- Ensure rigorous Quality Assurance and Quality Control (QA/QC) across all materials, equipment, and services delivered to the site.
- Uphold a zero-incident safety culture, ensuring compliance with project HSE safety procedures.
- Interface effectively with local Singaporean authorities and statutory boards for permits, licensing, and environmental compliance.
- Lead incident investigations, reporting, and corrective action implementation if required.
Requirements & Qualifications
- Bachelor's degree in Mechanical Engineering, Civil Engineering, Marine Engineering, or a related technical discipline.
- Minimum of 10 years of experience in offshore/marine construction or rig fabrication projects, with at least 3–5 years acting in a Project Manager or Client Representative capacity.
- Proven track record of managing rig construction, newbuild, or reactivation projects, ideally within a Singapore shipyard, delivered on schedule and within budget.
- Experience interfacing directly with both contracting clients and end-user/rig-owning stakeholders.
- Project Management Professional ( PMP) or equivalent certification is a plus.
- Relevant local safety certifications (e.g., bizSAFE, Managing Work at Height).
- Strong command of construction/fabrication contract mechanics and change-order management.
- Exceptional leadership, negotiation, and conflict-resolution skills.
- Excellent written and verbal communication skills to interface with diverse multinational teams and local authorities.
