For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced, commercially astute leader to serve as the Client's most senior on-project representative, holding overall accountability for the PMT's performance.
The Role: Client Representative PMT
As the Project Director, you will act strictly in the client's interest, holding final accountability for the owner-side PMT across the drilling rig construction/reactivation campaign. Your mission is to provide the strategic direction, executive governance, and commercial discipline needed to bring the asset to safe, on-schedule, on-budget completion — ensuring the Engineering Manager, Construction Manager, Commissioning Manager, and their teams operate as one integrated delivery organization.
1. Executive Leadership & Client Governance
- Serve as the senior-most Client Representative, chairing project steering committees and executive review meetings.
- Own the overall project strategy, risk register, and escalation pathway for the PMT.
- Manage the executive relationship between Peak Ocean, Client leadership, shipyard senior management, and classification societies ( DNV/ABS).
- Provide direct oversight and unified direction across the Engineering Manager, Construction Manager, Commissioning Manager, and Document Controller functions.
2. Commercial & Contractual Oversight
- Oversee contract administration, major variation orders, and dispute resolution strategy for the construction/reactivation scope.
- Approve project budgets, cost forecasts, and cash-flow positions; safeguard against cost and schedule overruns.
- Approve major procurement, fabrication, and subcontract commitments in support of the construction/reactivation schedule.
3. Governance, Safety & Quality Assurance
- Uphold a zero-incident safety culture across all PMT disciplines.
- Provide final sign-off on major project milestones, FAT protocols, and readiness-for-sea-trials/handover decisions.
- Ensure adherence to the Singapore Workplace Safety and Health (WSH) Act, MOM regulations, and Classification Society requirements.
Requirements & Qualifications
- Bachelor's or Master's degree in Engineering (Mechanical, Marine, Offshore, or Civil) or a related discipline.
- Minimum 15–18 years of experience in offshore/marine project execution, with at least 6–8 years in a Project Director or senior Project Management role.
- Proven track record delivering major drilling rig newbuild/reactivation projects, ideally within Singapore shipyards.
- Project Management Professional ( PMP) or equivalent certification is advantageous; Professional Engineer (PE) registration is a plus.
- Deep understanding of Class rules ( ABS/DNV), API/IMO standards, and construction/fabrication contract mechanics.
- Exceptional executive communication, negotiation, and stakeholder management skills.
- Strong commercial acumen with a firm grasp of budget, schedule, and risk management.
