[What the role is]

[LTA-TRO] ASSISTANT MANAGER / DEPUTY MANAGER / MANAGER, DEPUTY PRODUCT LEAD (VIOLATION MANAGEMENT)

Join a team at the intersection of policy, operations, and technology, where you will play a pivotal role in advancing the Land Transport Authority’s next-generation enforcement system (ENF). ENF supports Singapore’s traffic and regulatory enforcement ecosystem, and you will help drive its transformation, innovation, and operational excellence You will be involved in multiple stages for ENF, from concept to deployment to continuous improvement.

[What you will be working on]

Strategic Leadership

  • Drive System Transformation & Innovation and lead enhancements to ENF2.0, ensuring the platform remains robust, scalable and aligned with evolving policy and operational needs

  • Identify and evaluate cutting-edge solutions (e.g. AI) to improve back enforcement effectiveness and operational efficiency

  • Drive prioritisation based on user value, impact, and feasibility

  • Translate Policy into Systemsthrough system design and workflow enhancements

Product Development Leadership

  • Lead and be accountable for end-to-end product delivery across discovery and development (requirements gathering, solution design, UAT, implementation and post-deployment support)

  • Coordinate with multi-disciplinary product squads (PM, engineers, designers, data)

  • Partner stakeholders across divisions to translate complex requirements into practical system solutions

  • Make strategic decisions on build vs buy, architecture, and resource allocation

  • Ensure strong execution across iterations, with rapid validation through pilots and beta releases

Manage Contracts & Budgets

  • Oversee project budgets, contract variations, and expenditure approvals

  • Ensure strong governance across vendor performance, contract utilisation, and deliverables tracking

Prepare presentations at various forums

  • Prepare and present funding proposals and transformation plans to senior management and the Ministry of Transport

  • Shape decisions on resource allocation, system investment and strategic direction

[What we are looking for]

  • Strong experience in product leadership (preferably in complex, multi-stakeholder environments)

  • Experience working across engineering, design, and business/policy stakeholders

  • Ability to operate in ambiguous environments and drive clarity and momentum

  • Strong stakeholder management, especially with senior leadership and operational teams

  • Familiarity with agile, product-led delivery models
