Policy and Technical Manager (Biofuels)

We're searching for a Policy and Technical Manager (Biofuels) for a transportation decarbonisation organization in Singapore.

Purpose of the Role

To lead the organization’s policy and technical strategy and strengthen the organisation's in-house technical capability in ethanol and sustainable fuels while supporting members, governments and industry stakeholders. The role is responsible for developing the organization’s policy and technical knowledge base, thought leadership, policy advocacy and strategic initiatives across priority markets.

Key Objectives

  • Develop the organization as a recognized policy and technical thought leader in ethanol and sustainable fuels.
  • Support members through technical expertise and evidence-based policy recommendations.
  • Build the organization’s proprietary knowledge base and internal technical capability.
  • Drive policy and technical initiatives supporting ethanol adoption across priority markets.
  • Strengthen engagement with governments, regulators, industry associations and international organisations.

1. Technical Strategy & Leadership

  • Lead the organization’s technical strategy covering ethanol's role in road transport fuels, sustainable aviation fuels (SAF), marine fuels and other emerging low-carbon fuel technologies.
  • Provide policy and technical advice to the Managing Director, Board and Members.
  • Monitor global technology, market and regulatory developments affecting green fuels.
  • Develop the organization’s technical positions, policy recommendations and industry guidance.

2. Research, Technical Intelligence & Knowledge Management

  • Build and maintain the organization’s proprietary commercial and technical knowledge base for members.
  • Conduct and oversee technical, commercial and policy research covering the ethanol value chain, fuel standards, vehicle technologies, lifecycle analysis (LCA), greenhouse gas reduction methodologies and emerging fuel applications.
  • Develop and review white papers, technical reports, market studies and policy papers.
  • Review technical deliverables prepared by external consultants.

3. Country Strategy & Government Engagement

  • Develop country-specific policy and technical strategies supporting ethanol adoption across priority markets.
  • Engage with governments, regulators, industry associations and international organisations.
  • Support development of policy recommendations and technical submissions.
  • Support IMO consultative activities and technical working groups.
  • Monitor regulatory developments and advise management.

4. Member, Industry & Thought Leadership

  • Provide policy and technical support to existing and prospective members.
  • Represent the organization’s at conferences, workshops and stakeholder meetings.
  • Support preparation of newsletters, technical articles, presentations and briefing materials.
  • Act as a technical spokesperson for the organization’s where appropriate.
  • Build relationships with technology providers, research institutes and universities.

5. Project & Programme Management

  • Lead and oversee policy and technical consultancy projects, feasibility studies and strategic initiatives.
  • Support planning and technical programme development for the organization’s conferences, forums and workshops.
  • Manage external consultants and subject matter experts.
  • Ensure projects are delivered on time, within budget and to expected quality.

6. Internal Capability Building

  • Conduct internal technical training and knowledge-sharing sessions.
  • Develop technical SOPs, frameworks, reference materials and best practices.
  • Build the organization’s internal technical capability and mentor junior staff where applicable.

7. Strategic Support

  • Support business development through policy and technical expertise.
  • Assist in preparing Board papers, member briefings and strategic presentations.
  • Perform other duties assigned by the Managing Director.

Immediate KPIs

  • Research & Publications - Publish 4–6 technical papers, policy briefs or market reports annually
  • Knowledge Management - Develop and maintain the organization’s proprietary technical knowledge repository
  • Industry Engagement - Represent the organization’s at major conferences and forums
  • Government Engagement - Support regulatory consultations and technical working groups
  • Country Strategy - Support policy and technical initiatives across priority markets
  • Project Delivery - Deliver projects on time and within budget
  • Member Support - Provide policy and technical support for strategic member initiatives
  • Capability Building - Conduct quarterly internal knowledge-sharing sessions

Minimum Qualifications

  • Degree in a relevant engineering, science or energy-related discipline.
  • 8–12 years of relevant experience (or more depending on seniority).
  • Experience in transport fuels, biofuels, renewable energy or related industries.
  • Excellent written and verbal communication skills.
  • Willingness to travel internationally.

Preferred Experience

  • Biofuels/ethanol industry experience.
  • Technical and/or commercial knowledge of road transport, aviation and marine fuels.
  • Fuel formulation and fuel specifications.
  • Policy research relating to fuels and biofuels.
  • Experience working with governments, regulators or international organisations.
  • Experience preparing technical reports, white papers or policy papers.
